About Us

The three staff members of the Licensing and Registration Unit (L&R) is responsible for the licensing of residential rental properties under the provisions of Montgomery County Code, Chapter 29, Landlord-Tenant Regulations, and Montgomery County Code, Chapter 10A, Common Ownership Communities.  The staff issues over 28,000 rental licenses annually to the owners of apartment buildings, single family homes and townhouses, and condominiums for the Department of Housing and Community Affairs (DHCA) and register 1,000 homeowners and condominium associations for the Office of Common Ownership Communities (CCOC) generating over $5 million in annual revenue.  The staff also conducts the County’s annual rental facility survey and publishes “The Montgomery County Annual Rental Facility Report”.
