Community Action Programs

  • VITA: Post-tax season appointments will begin in mid-June. Please check the CASHBACK website for the latest information.
  • TESS: The Takoma-East Silver Spring (TESS) Community Action Center is a walk-in site where staff link residents with critical resources. Please call 240-773-8260 or check the TESS website for more information. 
  • Navigation: The team of Navigators are highly trained in a wide variety of services and programs, working to address the needs of the entire household using a Two- Generation model. Navigators provide application assistance, guidance, and assistance in finding community resources.
  • Head Start: Parents and guardians can register their children for Head Start/PreK for the 2024 - 2025 school year. If you are new to MCPS, please create an account. If you are already a MCPS parent, please log into the  ParentVUE site. For those who do not have a computer or need assistance, in-person registration is available at various sites. ​Please visit the  Head Start page for more information.
  • Contract Monitoring: Currently, the Community Action Agency monitors 47 contracts at 27 organizations. Learn more on our Nonprofit Partners page.
  • Community Advocacy Institute: Created by the Community Action Board in 2016, the CAI is a free eight-month advocacy training program for lower-income community members.

County Executive Elrich is accepting applications to fill one vacancy in the private sector of the board. Applicants must be nominated by a private organization, such as a local nonprofit organization, faith-based organization, or fraternity/sorority, and submit a nomination letter from the organization. Apply online by May 8th. Please contact the staff liaison to the board for more information.

Learn about DHHS Navigation Practice

Developed as a best practice by the TESS Community Action Center, the model is integrated into the County’s Mass Care Emergency Response program.
