Bridging the gap between citizen needs and public services is a major challenge facing governments today. Montgomery County meets this challenge through regionally based Centers which include a variety of services and programs brought together in one office building. Regional Centers are located in Silver Spring, Wheaton, Bethesda, Burtonsville, and Germantown. The Upcounty Regional Services Center was established in 1985 and moved to its permanent location in Germantown in 1990. The Center serves a population of 300,000 in the area of the County generally north of Shady Grove Road.

The Upcounty Regional Director serves as a link to the County Executive's Office; coordinates policy making and service delivery that focus on the particular needs of the Upcounty area; and offers problem solving assistance to neighborhoods, individuals, businesses, and County agencies.

The Upcounty area has a Citizens Advisory Board that is appointed by the County Executive and who works with the Regional Director to provide the County Executive and the County Council with a balanced assessment of area problems and their potential solutions.

The Volunteer Center

The Volunteer Center links people and groups who want to volunteer with nonprofits and government agencies needing volunteers, professional services, and in-kind contributions.

Peppertree Children's Center - 301-540-1170

As part of a commitment to families and children, Montgomery County provides space in many public buildings for community child care.  Peppertree Children's Center is a contractor to the Department of Health & Human Services, offers full-time and part-time care for children ages 6 weeks through 12 years. Morning preschool is also offered.  NAEYC accredited.

DHCA Housing Assistance/Counseling with Housing Initiative Partnership (HIP) -- 301-916-5946

HIP Services provides foreclosure intervention counseling for homeowners struggling to make their monthly mortgage payments. Montgomery County residents are invited to attend a Foreclosure Prevention Workshop (held twice a month during evening hours).

MontgomeryWorks is Montgomery County's "One-Stop Career Center," where state, local, and community organizations work together to provide employment and training assistance to job seekers and employers in one place. The center provides computers, workshops, job listings and access to career fairs, employer recruitment events, employment supportive services, and other career resources to all customers at no cost.

Rental assistance, eviction prevention, foreclosure avoidance, court ordered evictions, past due or disconnected utilities, burial assistance, information and referral for food and prescriptions and homeless assessment services for families with children.

Temporary cash assistance for families, food stamp program, Temporary Disability Assistance Program for residents who are totally disabled and cannot work and medical assistance.

Maternal and child case management, home visitation, "Access" nurse service, including assisting clients with Health Choice access as well as enrolling women into the County maternity program and acting as a health resource to walk-in clients, children's immunization clinics, pregnancy tests, information and referral.

Serving youth and and families from five school cluster communities in Germantown, Damascus and Poolesville.  Services include individual and family counseling, psychoeducational/skills groups, information and referral, crisis intervention, community outreach/education and tutoring.

Transportation Services

The Division of Transit Services coordinates transit services in Montgomery County. Transit accomplishes an essential mobility mission of the County, connecting people, communities, workplaces, educational institutions, recreational opportunities and many other essential destinations. 


Meeting Room Reservations

The Sidney Kramer Upcounty Regional Services Center has four meeting rooms (accommodating 20, 50, and 100 people) that are available to Montgomery County residents, businesses, community organizations, and nonprofit groups for business meetings at a minimal cost.  All requests for use of the meeting rooms must be submitted to Community Use of Public Facilities (CUPF).  Applications may be submitted on-line at montgomerycountymd.gov/cupf, by fax, mail or in-person at either of the CUPF locations.
