Milken Award Winner - January 31, 2012


MILKEN AWARD WINNER … Gaithersburg Middle School English teacher Madeline Hanington was recognized by the Montgomery County Council on Jan. 31 for winning a prestigious Milken Award, which is considered one of the top national honors for teachers. At the ceremonies in Rockville were, left to right: Councilmembers Craig Rice and Phil Andrews, Ms. Hanington, Gaithersburg Middle School Principal Carol Godard and Councilmember Valerie Ervin.


Animal Shelter Groundbreaking - January 28, 2012


NEW ANIMAL SHELTER GROUNDBREAKING ... The groundbreaking for Montgomery County's new Animal Services and Adoption Center took place on January 28th.  The new facility will be operated by the Police Department’s Animal Services Division and is expected to open in the summer of 2013. Knighted As Champions - January 24, 2012



KNIGHTED AS CHAMPIONS … Coach Kelly Wakeman amused everyone on Jan. 24 as the Montgomery College women’s soccer team was honored by the Montgomery County Council for winning the school’s first-ever National Junior College Athletic Association women’s soccer championship. The Knights finished 17-3 in 2011, earning Coach Wakeman honors as national coach of the year. In the season before she became coach, the Knights won only one game. In the last five seasons, they are a combined 62-12-1. In recalling some of the lighter moments on the path to becoming national champions, Coach Wakeman (center) drew laughs from her players and Councilmembers (in front, left to right) Craig Rice, Phil Andrews and Valerie Ervin.



Congressional Badge of Bravery Awarded - January 9, 2012



CONGRESSIONAL BADGE OF BRAVERY AWARDED ... On January 9th County Executive Ike Leggett and County Council Public Safety Committee Chair Phil Andrews congratulated Montgomery County Police Officer Edward E. Paden, Jr. for receiving the Congressional Badge of Bravery Award from U.S. Senator Ben Cardin, U.S. Congressman Chris Van Hollen and Maryland U.S. Attorney Rod Rosenstein.  Officer Paden was honored for his exceptional bravery during the September 1, 2010, suicide bomber incident at the Discovery building in Silver Spring.  Officer Paden, though off-duty, immediately responded and his actions contributed to over 1,000 lives being saved.  Pictured left to right are:  County Executive Leggett, Officer Paden, Senator Cardin, Congressman Van Hollen, U.S. Attorney Rosenstein, Montgomery County Police Chief Tom Manger, and Councilmember Andrews.


Food for those in Need - November 15, 2011



FOOD FOR THOSE IN NEED … The Montgomery County Council on Nov. 15 recognized the efforts of four County schools to collect food for the Manna Food Center, which since 1983 has been the primary food bank in Montgomery County. Students and administrators from Great Seneca Creek, Lakelands and Summit Hall elementary schools and Roberto Clemente Middle School came to Rockville to hear how their collections will make a difference to County families in need, particularly during the holiday season. Great American Smokeout - November 8, 2011



GREAT AMERICAN SMOKEOUT … The Montgomery County Council on Nov. 8 recognized the 36th annual Great American Smokeout by urging smokers around the County to join thousands of other smokers around the nation on Nov. 17 in an attempt to quit smoking. Surveys have shown that 70 percent of all smokers have indicated that they want to quit smoking. This year, the Council saluted the efforts of Hypnosis Maryland, Hypnosis Silver Spring and Soul Source to help people quit. At the ceremonies in Rockville were, left to right: Councilmember Phil Andrews, the major supporter of the legislation that outlawed smoking in Montgomery County restaurants; hypno therapists Laura West and Donald Pelles; and Council President Valerie Ervin.


45 Years of Leisure - November 8, 2011



45 YEARS OF LEISURE … Leisure World, the northern Silver Spring community that was established in October 1966 as the first age-restricted planned retirement community for active adults in Montgomery County, was recognized by the County Council on Nov. 8 as the community celebrated its 45th anniversary.  Leisure World has evolved into a friendly, safe and active home to more than 8,000 residents. At the ceremonies in Rockville were, left to right: Councilmember Phil Andrews, residents Paul Bessel and Billie Saunders, Councilmember Nancy Navarro, and residents Marian Altman, Phil Marks and Sandy Marks.


Fighting Domestic Violence - November 1, 2011



FIGHTING DOMESTIC VIOLENCE … The Montgomery County Council on Nov. 1 emphasized the County’s efforts to combat domestic violence by saluting the efforts of the County’s Family Justice Center, which opened in Rockville in 2009. Resa Levy, executive director of Justice Center Foundation, was among those who spoke about the many avenues the County pursues to help victims of domestic violence. Also at the ceremonies, left to right, were: County Sheriff Darren M. Popkin; Council President Valerie Ervin; Councilmember Phil Andrews; Hannah Sassoon, chair of the Domestic Violence Coordinating Council; and David Belkin, a member of the County Justice Center’s Board of Directors.


White Cane Safety Day - October 11, 2011



WHITE CANE SAFETY DAY … The Montgomery County Council on Oct. 11 continued its efforts to emphasize the rights of the blind as it declared White Cane Safety Day. The history of the white cane is traced to Europe in the early 20th century, and its introduction in North America has been attributed to 1930, when a member of the Lion's Club International, in watching a blind man attempt to make his way across a busy street using a black cane, realized that cane was barely visible to motorists. The club decided to paint his cane white to increase its visibility to oncoming motorists. At the ceremonies in Rockville were, left to right: Charlie Short, Debbie Brown and Councilmember Phil Andrews.



Tai Chi Court Dedication - September 17, 2011



TAI CHI COURT DEDICATION … The Maryland-National Capital Park and Planning Commission's Department of Parks and the Wu Wei Tai Chi Club on Sept. 17 dedicated the new Tai Chi Court in Cabin John Regional Park. The court is one of a few in the nation. Dedicated to the memory of David C. Chen, a Rockville resident and founder of the Wu Wei Tai Chi Club, the court is a 48-foot-diameter circle of flagstone incorporating the shape of a yin/yang symbol and surrounded by elegant benches in a serene natural setting. More than 300 people attended the dedication, including Montgomery County Councilmember Phil Andrews (speaking) and, left to right, Parks Director Mary Bradford, Planning

Board Chair Françoise Carrier, Councilmember Nancy Floreen and State Delegate Brian Feldman.



Prepared & Ready - September 13, 2011



PREPARED AND READY … With fall storm season approaching, the Montgomery County Council on Sept. 13 urged residents to be prepared for severe circumstances by declaring October “Emergency Preparedness Month.” Chris Voss (holding proclamation), director of the County’s Office of Emergency Management and Homeland Security, and members of his Office accepted the proclamation. The Right Choice - August 30, 2011



THE RIGHT CHOICE … About 200 people came together on Aug. 30 to celebrate the groundbreaking of Choice Hotels International's new corporate headquarters at the future Rockville Metro Plaza II in downtown Rockville. When completed in approximately two years, the new building will house about 475 Choice employees. MIRACLE FIELD OPENING - TALKING TO THE MANAGER … Montgomery County Councilmembers Phil Andrews, left, and Craig Rice, right, were among the hundreds of people who attended the Aug. 1 dedication of Maryland’s first ‘Miracle Field’ at South Germantown Recreational Park.  The Councilmembers had the opportunity to talk strategy with Washington Nationals Manager Davey Johnson, center.

MIRACLE FIELD OPENING DAY … Maryland’s first ‘Miracle Field,’ a specially designed field which will allow children and young adults with mental and/or physical disabilities to enjoy the opportunity to safely play baseball, was dedicated on Aug. 1 as part of the South Germantown Recreational Park complex. The ‘Washington Nationals Miracle Field’ was significantly funded by the Washington Nationals Dream Foundation and the Annette and Theodore Lerner Family Foundation. Among the hundreds who attended the dedication, ribbon-cutting and first game, were, left to right: Nationals broadcaster Charlie Slowes; Nationals Manager Davey Johnson; Judy Lerner; Nationals coach Bo Porter; Mark Lerner; mascot Screech; Maryland Lt. Fabulous Freshmen - June 14, 2011



FABULOUS FRESHMEN ... Whitman freshmen Aries Wong (second from left) and Sean Ngo (center) paired their skills in May to win the Maryland state boys doubles tennis championship. They defeated Eichiro Okuyama and Titas Bera of Wootton in the final, 6-4, 7-5. The County Council recognized their winning effort on June 14 as Councilmember Phil Andrews (left) and Roger Berliner (right) presented certificates marking the victory for the Bethesda pair. Coach Jason Gohn also attended the ceremonies.

GIRLS DOUBLES CHAMPION . . . Bethesda-Chevy Chase High School is the home of the Maryland state girls doubles tennis champions as Emma Baker (second from right) teamed with Anna Rozenberg (not pictured) in May to defeat Rena Shi and Audrey Cheng of Howard County’s River Hill High, 7-6, 7-3, 6-2 in the final. The County Council recognized their victory at ceremonies on June 14. Pictured, left to right, are Councilmember Phil Andrews, Jeff Baker (Emma’s father), Emma and Councilmember Roger Berliner.


Mixing It Up - June 14, 2011



MIXING IT UP … Wootton High School’s Gabriel Fan (center) and Megan Hahn (second from right) combined to capture the Maryland state mixed doubles tennis championship in May, defeating Emily McWilliams and Tyler North of Cambridge-South Dorchester in the final, 6-4, 6-0. Wootton's victory was recognized by the County Council on June 14 as Councilmembers Phil Andrews (left) and Roger Berliner (right) presented certificates to the winning duo. Wootton Coach Nia Cresham also attended the ceremonies.

SPEED OF THE JAGUARS … The Northwest High School girls outdoor track and field team, which in May became the first Montgomery County team in the 36-year history of the Maryland Girls Outdoor Track and Field championships to win a state title, was honored by the Montgomery County Council on June 14. The Germantown school won all four relays in the state meet, senior Olivia Ekpone won individual state titles at 100, 200 and 400 meters and senior Britt Eckerstrom won the 800 meters. Northwest Principal Lance Dempsey, center, accepted a proclamation recognizing the team’s achievements from Councilmembers Phil Andrews, left, and Craig Rice.



Four-Time Champion - June 14, 2011



FOUR-TIME CHAMPION … Kennedy High School senior Thea LaFond, who won four individual events at the Maryland 3A Girls Outdoor Track and Field Championships in May, was honored by the Montgomery County Council on June 14 for her remarkable performance. The Maryland-bound standout set a state record in winning the triple jump and went on to also claim titles in the high jump, long jump and 100-meter hurdles. At the ceremonies were, left to right, Kennedy Coach Kevin Monroe and Councilmembers Nancy Navarro and Phil Andrews.



Everyday Heros - May 19, 2011



EVERYDAY HEROS ... On May 19 County Executive Ike Leggett, County Councilmember Phil Andrews (Chair of the County Council's Public Safety Committee) and Fire Chief Richie Bowers recognized a group of "Everyday Heroes" for helping to save the lives of others. Pictured above, from left to right are County Executive Leggett, Lee Kiang, Councilmember Andrews and Chief Bowers. Mr. Kiang was instrumental in saving the life of a kayaker stranded in the frigid water of the Potomac River near Violets Lock on April 18 after being thrown from her kayak.


Gaithersburg Girls Unbeaten - April 26, 2011



GAITHERSBURG GIRLS UNBEATEN … The Gaithersburg High School girls basketball team, which finished 25-0, was the only unbeaten girls high school basketball team in the Washington metropolitan area and went on to win the Maryland 4A state championship, was honored by the Montgomery County Council on April 26. In becoming only the third Montgomery County team to capture the Class 4A state championship in the past 24 years, the Trojans defeated opponents by an average margin of 28 points. Councilmembers Phil Andrews and Craig Rice presented a proclamation on behalf of the Council to Gaithersburg Coach Adrian McDaniel and his players. Gaithersburg Mayor Sidney Katz, left, helped the team celebrate its No. 1 status.


Jack and Jill Issues - April 5, 2011



JACK AND JILL ISSUES ... The Potomac Valley Chapter of Jack and Jill of America, Inc., visited the Montgomery County Council on April 5. Jack and Jill is a family organization, with the local chapter representing families from Potomac, North Potomac, Bethesda and parts of Rockville. Its objective is to inspire children to pursue public office. Councilmember Phil Andrews, right, and Councilmember Roger Berliner talked with group members about issues that included education, healthcare, juvenile justice and environmental justice.


Remembering Minna Davidson - November 30, 2010



REMEMBERING MINNA DAVIDSON … For nearly 25 years Minna Davidson was one of the Montgomery County Council's most respected legislative analysts. She was known for her mastery of complex topics ranging from the Fire and Rescue Service, libraries, human resources, the arts, emergency management and community development. The excellence of her work on Fire and Rescue issues led to the Fire & Rescue Service dedicating Engine 734 to her. This Autumn she passed away soon after being diagnosed with cancer. On Nov. 30, the Council honored Minna with a proclamation remembering her hard work and dedication. At the ceremonies in Rockville were, left to right: Montgomery County Fire Chief Richard Bowers, Councilmember Phil Andrews, Minna’s husband Craig Ludwig, Minna’s father David Davidson and Councilmember Nancy Floreen.


Protecting Victims of Abuse - October 26, 2010



PROTECTING VICTIMS OF ABUSE … The Montgomery County Council on Oct. 26 recognized the success of the County’s Family Justice Center and its supporting foundation. Since its establishment in 2009, the Center has served more than 2,000 individuals and families who have been victims of domestic abuse and violence. The Center provides domestic violence victims with a broad array of critical Montgomery County services at a single Rockville location. At the ceremonies were, left to right, foundation members Tom Degonia and Lewis Selis; Councilmember Duchy Trachtenberg, who played an instrumental role in founding the center; foundation member Resa Levy; and Councilmember Phil Andrews, Chair of the County Council’s Public Safety Committee.



50 Years of Flying - October 9, 2010



50 YEARS OF FLYING … The Montgomery County Airpark in Gaithersburg, which is operated by the Montgomery County Revenue Authority (MCRA),  celebrated its 50th anniversary on Oct. 9.  At the event, County Councilmember Phil Andrews, left, and County Executive Isiah Leggett, right, presented a joint proclamation marking the event to master flight instructor Bob Gawler, who accepted it on behalf of the Civil Air Patrol. 'Everyday Heroes' Honored - October 5, 2010



‘EVERYDAY HEROES’ HONORED … On Oct. 5 Montgomery County honored four people whose reactions during emergency situations saved the lives of other Montgomery County residents. Mentors - September 28, 2010



MENTORS … The Montgomery County Council on Sept. 28 recognized the importance of mentors and their contributions to young residents of the County by declaring October as “Mentor Month.” The proclamation encouraged more people to share their skills and talents with others. Councilmember Phil Andrews, left, presented the proclamation to representatives of the Task Force on Mentoring of Montgomery County: John W. PUBLIC SAFETY AWARDS BREAKFAST… County Councilmember Phil Andrews attended the Gaithersburg-Germantown Chamber of Commerce Public Safety Awards Breakfast on August 13, 2010.  From left to right are County Councilmember Andrews (Chair of the County Council's Public Safety Committee), Commander Luther Reynolds of the Montgomery County Police Department's 5th District, County Police Chief Tom Manger, Montgomery County State's Attorney John McCarthy, District 15 State Delegate Craig Rice, and Executive Director Eric Bernard of the Montgomery County Volunteer Fire and Rescue Association.



Teaming Up - June 15, 2010



TEAMING UP … Wootton High School freshmen Alex Hahn (center) and Mateo Cevallos (second from right), who each went undefeated in singles while helping the Patriots to the Montgomery County boys tennis championship, teamed to win the Maryland state boys doubles championship by defeating Whitman’s Pablo Gottret and Aaron Hoffman in a three-set state final by the scores of 7-6 (7-4), 3-6, 7-5. The Montgomery County Council honored the champions on June 15, with Councilmember Phil Andrews (left) presenting a proclamation on behalf of the Council. High Sticking - June 15, 2010



HIGH STICKING … The Wootton High School boys lacrosse, which completed the spring season with a 64-game winning streak against Montgomery County opponents and won its fifth straight Maryland 4A/3A West Region title, was honored by the Montgomery County Council on June 15 for its season of accomplishments that included reaching the state title game. The Patriots lost a competitive 13-7 game to unbeaten Severna Park in the Maryland 4A/3A championship. Winners from Whitman - June 15, 2010



WINNERS FROM WHITMAN … Whitman High School junior Sarah Macy (middle) and sophomore Nicky Gottret (second from right) were honored by the Montgomery County Council on June 15 after defeating Sarah Andrews and Sarah Bernstein of Walter Johnson, 6-1, 6-4, to win the Maryland 4A girls state doubles championship. They won their early round matches in the state tournament in overwhelming fashion, losing only one game in the first round, only two in the second and only four in the third. Also at the ceremonies, left to right, were: Councilmembers Phil Andrews and Roger Berliner and Whitman Coach Julie Frank (far right).


Rockville Library Renaming - May 28, 2010



ROCKVILLE LIBRARY RENAMING… County Councilmember Phil Andrews (third from left) joined approximately 100 persons in the Rockville Town Square Plaza at the beginning of the Memorial Day weekend for the official ceremony marking the renaming of the Rockville Library to the Rockville Memorial Library.  Standing by one of the new signs are (from left): Gayle Selkin-Gutman and Jacques Gelin, Friends of the Library, Rockville Chapter; County Councilmember Andrews and County Councilmember Duchy Trachtenberg; former Rockville City Councilmember Anne Robbins; Irwin Cohen, community activist and advocate for renaming the library to honor local service people who lost their lives in the line of duty; Rockville Mayor Phyllis Marcuccio; County Executive Ike Leggett; and Bill Gray, chairman of the Montgomery County Commission on Veterans Affairs.



Golden Shovel Awards - April 27, 2010



GOLDEN SHOVEL AWARDS… On April 27, The Montgomery County Council recognized 19 residents for making extraordinary efforts to help others during a winter that saw the Washington area receive its largest overall snowfall in history. Jeff Hopkins, (second from the left) Takoma Park, was nominated by Randy Cohen who stated, "A couple of blizzards like we had in February remind us that 'we are all in this together.' Jeff's selfless energy additionally reminds us that, 'It really does take a village to get through this world together.'" Learning For Independence - March 2, 2010



LEARNING FOR INDEPENDENCE … Students from Wheaton High School’s Learning for Independence Program visited the Montgomery County Council on March 2. They toured the Council Office Building and had a question-and-answer session with Councilmembers Phil Andrews (back row, center), Duchy Trachtenberg and Marc Elrich. The students said they hoped the County would maintain the funding that helps support their program.


Bridging the Age Gap - January 26, 2010



BRIDGING THE AGE GAP … Intergenerational Bridges, a mentoring program that focuses on impoverished, at-risk, immigrant youngsters and pairs them with supportive older adult mentors to assist with the transition to U.S. culture, language and personal development, was recognized on Jan. 26 by the Montgomery County Council for 20 years of helping County residents. Councilmembers Phil Andrews (third from left) and Valerie Ervin (right) presented a proclamation on behalf of the Council. Feats Beyond Compare - January 26, 2010



FEATS BEYOND COMPARE … The Montgomery County Council on Jan. 26 recognized Wootton High School’s Jessie Rubin (center) for her many accomplishments during the recent cross-country season. The Duke-bound senior won the Maryland 4A State championships, was seventh overall in the prestigious Nike Southeast Region Meet and 42nd out of 199 of the best national runners at the Nike National Championships in Portland, Ore. She was named All-Met Girls Cross-Country Runner of the Year by The Washington Post. At the ceremonies were, left to right: Councilmember Phil Andrews, who presented the proclamation on behalf of the Council; Wootton Coach Kellie Redmond; Jessie’s mother Liz; and Wootton Principal Michael Doran.



Honored by Volunteers  - January 5, 2010



Honored by Volunteers … Montgomery County Councilmember Phil Andrews, center,
was honored on Jan. 5 as the “Legislator of the Year” by the Montgomery County Volunteer Fire-Rescue Association, which represents the 19 volunteer fire departments in Montgomery County. The award was presented at the association’s annual dinner in Bethesda. Presenting the award were President Marcine Goodloe, left, and Eric Bernard, the Association’s Executive Director.



County Municipal League Honors Andrews - December 10, 2009

 

 

County Municipal League Honors Andrews ...  On Dec. 10 the Montgomery County Chapter of the Maryland Municipal League honored Councilmember Andrews for his "dedication and leadership as President of the Montgomery County Council (Dec. 2, 2008 to Dec.1, 2009) and your support and advocacy to secure the well being for all the municipalities."  MML Montgomery County Chapter President Peter Fosselman (right) presents the Certificate of Recognition to Councilmember Andrews.

The Guiding Light - December 1, 2009

 

 

The Guiding Light … Joseph Monte, who has been an integral part of Albert Einstein High School

in Kensington since the school opened in 1962 and who has reached legendary status among

Montgomery County guidance counselors over the past four decades, waves to a crowd of people

whom he has influenced and surprised him with their attendance as the County Council honored him

on Dec. 1 for his longtime dedication to students. Mr. Monte has inspired many, and when he was a

10th grade English teacher at Gonzaga High School in Washington, D.C., in 1960, he ignited an

interest in literature to student—and future award-winning author—Pat Conroy. In his book, "My Losing Season," the author wrote, “I wanted to follow Mr. Monte around for the rest of my life, learning everything he wished to share or impart.” At the ceremonies in Rockville were, left to right: Einstein

The Senator Makes a Point - November 12, 2009

 

 

The Senator Makes a Point … U.S. Senator Barbara Mikulski showed many ranges of emotions as she covered numerous subjects in meeting with the Montgomery County Council on Nov. 12 in Rockville. She got a laugh from Council Vice President Roger Berliner, left, and Council President Phil Andrews as she enthusiastically emphasized one point. Conversation topics included the Council’s future transportation needs, its desire to keep in place federal jobs already located in the County and additional funding for health and human services programs.

 


Honoring a Buffalo Soldier - November 10, 2009

 

 

Honoring a Buffalo Soldier … On Nov. 10 the County Council honored James Daugherty of Silver Spring, who at age 19 during World War II joined the Army's 92nd Infantry Division, a segregated unit made up of African Americans whose members became known as the “Buffalo Soldiers.” The unit has been recognized for its heroic achievements and Mr. Daugherty was awarded a Bronze Star. Mr. Daugherty went on to a distinguished career in the U.S. Public Health Service and he became the first African American to serve on the Montgomery County Board of Education. Mr. Daugherty’s first-person account of his military experiences are chronicled in his just released book, The Buffalo Saga. At the ceremonies in Rockville recognizing Mr. Daugherty were, left to right: his wife, Dorothy; his son, Derek; Councilmember Mike Knapp, a military veteran; Mr. Daugherty; Councilmember Valerie Ervin and Council President Phil Andrews.

 


Pancreatic Cancer Awareness Month - November 3, 2009 

 



PANCREATIC CANCER AWARENESS MONTH … Montgomery County’s executive and legislative branches of government joined together on Nov. 3 to raise awareness of pancreatic cancer, which is known as one of the most serious forms of cancer, and to encourage residents to watch for its warning signs. Montgomery County is supporting the national Pancreatic Cancer Action Network to educate communities about the need for research funding, early detection methods and effective prevention and early treatment programs. At a ceremony in Rockville declaring November as Pancreatic Cancer Awareness Month were, left to right: County Executive Isiah Leggett; Councilmember George Leventhal, who chairs the Council’s Health and Human Services Committee; Mary Zapor, Marsha Garil and Janice Walden of the National Capital Area Affiliate of the Pancreatic Cancer Action Network; and Council President Phil Andrews.




Disability Employment Awareness Month - October 20, 2009

 

 

DISABILITY EMPLOYMENT AWARENESS MONTH The Montgomery County Council has declared October as Disability Employment Awareness Month to encourage local employers to strongly consider the disabled when hiring. Participating in the ceremonies, from left to right, were the members of the Council’s Health and Human Services Committee George Leventhal, Duchy Trachtenberg and Nancy Navarro; Sharon Freiman, a commissioner of the Montgomery County Commission on People with Disabilities; Council President Phil Andrews; and members of the Council on People with Disabilities Mark Maxion, Seth Morgan and John Myers.


Chief of Chiefs - October 20, 2009




CHIEF OF CHIEFS … James P. Seavey, Sr., chief of the Cabin John Park Volunteer Fire Department and board member on the National Volunteer Fire Council, was honored recently by the Montgomery County Council for being named the national Volunteer Fire Chief of the Year by Fire Chief Magazine. He led Cabin John personnel as they helped with rescue operations at the Pentagon during the Sept. 11, 2001, terrorist attacks and played a key role in the rescue of stranded motorists after a major water main break on River Road in December 2008. Joining the ceremonies to honor Chief Seavey were, left to right: Eric Bernard, Executive Director of the Montgomery County Volunteer Fire and Rescue Association; Alan Hinde, division chief of volunteer services for the Montgomery County Fire and Rescue Service; Marcine Goodloe, president of the County Volunteer Fire and Rescue Association; Chief Seavey; Council President Phil Andrews; Council Vice President Roger Berliner; Councilmember Marc Elrich; and Montgomery County Fire Chief Richard Bowers.



White Cane Day - October 15, 2009

WHITE CANE DAY The Montgomery County Council declared Oct. 15 as “White Cane

Safety Day” to help raise public awareness of the rights and abilities of the legally blind.

Montgomery County Council President Phil Andrews, right, presented a proclamation on behalf

of the Council to, left to right: Charlie Short, an employee of the County’s Department of Health

and Human Services; Debbie Brown, president of the Sligo Chapter of the Federation of the

Blind; and Tom Bickford. Council President Andrews reminded everyone that when

given opportunities, the legally blind can compete on equal terms with sighted persons within a broad spectrum of professions.

 


Recognizing Mentors - September 29, 2009

 

 

RECOGNIZING MENTORS The Montgomery County Council on Sept. 29 issued a proclamation declaring October as “Mentor Month” in the County. The proclamation praised the work of those who volunteer as mentors and encouraged more people to share their skills and talents with others. Attending the ceremonies were, left to right: Councilmember Valerie Ervin, chair of the Council’s Education Committee; representatives of the Task Force on Mentoring of Montgomery County Joy Rafey, Fred Evans and John W. Smith (holding proclamation) and; Councilmember Nancy Navarro and Council President Phil Andrews.


Towering Green - September 22, 2009

TOWERING GREEN … The Montgomery County Council on Sept. 22 recognized 2000 Tower Oaks Boulevard in Rockville as the first new office building in the Washington region to receive a Platinum Leadership in Energy and Environmental Design (LEED) designation from the Green Building Council. The 2,000,000 square-foot building, which was co-developed by the Tower Companies and Lerner Enterprises, serves as headquarters for both companies. The building’s green features reduce energy consumption by 28 percent, water consumption by 41 percent and have an HVAC system 39 percent more efficient than typical for offices. Reaching Out for Success - July 21, 2009


REACHING OUT FOR SUCCESS … The Montgomery County Council on July 21 recognized the 20 years of success of the BROTHERS (Brothers Reaching Out to Help Each Reach Success) program, which was established to improve outcomes for minority male students in the Montgomery County school system. The program is designed to help participants make decisions that will lead to greater academic achievement, lead to opportunities for a productive future and increase access to positive role models. Councilmember Valerie Ervin, chair of the Council’s Education Committee, presented a proclamation of behalf of the Council. Making History - April 28, 2009

MAKING HISTORY … On April 28 the County Council recognized the winners of the annual Montgomery County History Day competition. More than 300 students from 20 schools participated in the event held at Richard Montgomery High School in March. The top local projects advanced to the Maryland History Day competition. Council President Phil Andrews, far right, presented certificates to the winners.



 Ice Hockey Champions Recognized - April 21, 2009

 
ICING ON THE CAKE … The Wootton High School ice hockey team was honored by the Montgomery County Council on April 21 after winning its second straight Maryland Scholastic Hockey League public school championship. The Patriots from Rockville completed the season with a 16-1 record and finished No. 1 in The Washington Post’s ranking of Washington region ice hockey teams. Council President Phil Andrews presented the proclamation to the team. Among those attending the ceremonies in Rockville were Montgomery Board of Education President Shirley Brandman, far left, and Board of Education Vice President Patricia O’Neill, far right.


West Germantown Fire Station Opens - March 13, 2009

WEST GERMANTOWN FIRE STATION OPENS … Montgomery County officially opened Fire Station 22 in Germantown on March 13.  Council President Phil Andrews joined County Executive Isiah Leggett and District 2 Councilmember Michael Knapp to mark the celebration.


Recognizing a Hero -  February 24, 2009



RECOGNIZING A HERO...On Feb 24 the County Council  recognized Jorge Rivera for his heroic efforts that led to at least six people safely escaping a fire at White Oak Gardens apartments in Silver Spring. While driving his Comcast truck, Mr. Rivera saw black smoke coming from the top floor of the three-story building. He yanked a ladder off the truck and helped rescue some of those trapped by the fire. At the ceremonies in Rockville were, left to right:  Josh Bokee, Lelia True and Fred Graffam of Comcast; Councilmember Duchy Trachtenberg, presenting the proclamation to Mr. Rivera; and Council President Phil Andrews.


Year of the Ox – January 27, 2009
 
YEAR OF THE OX … Members of the Montgomery County Council and County Executive Isiah Leggett joined members of Montgomery County’s Chinese community on Jan. 27 in Rockville to help celebrate the Asian Lunar New Year, which will be symbolized by the Year of the Ox.

RIVER ROAD RESCUERS HONORED… The Montgomery County Council and County Executive Isiah Leggett on Jan. 13 honored the six agencies whose personnel rescued stranded motorists after a 66-inch water main burst and flooded River Road in Potomac with a fast-moving torrent of water on Dec. 23. Some of those stranded were rescued by helicopter or swift boat. At the ceremonies in Rockville were, left to right: Commanding Officer Scott Merritt and Division Captain Mark Thomas of the Naval Surface Warfare Center-Carderock Division; Councilmember Roger Berliner; Maryland State Police Colonel Terrence Sheridan; Council President Phil Andrews; Montgomery County Fire and Rescue Service Chief Richard Bowers; County Executive Leggett; Fairfax County Fire and Rescue Battalion Chief Robert Zoldos II; and Montgomery County Police Chief Thomas Manger. Five Years Smoke Free… Montgomery County marked its fifth year of requiring smoke-free restaurants on Oct. 8, 2008 at an event at Black’s Bar and Restaurant in Bethesda. Councilmember Phil Andrews (at podium), the chief sponsor of the legislation, was joined by, left to right, Angela Bradbury and Michael ‘Tac’ Tacelosky of Smokefree D.C.; Uma S. Ahluwalia, director of the County’s Department of Health and Human Services; and Kari Appler and Doug Tipperman of Smoke Free Maryland. After Montgomery passed its law, many jurisdictions followed—including the District of Columbia and the State of Maryland, whose smoke-free restaurant law took effect earlier this year. Many of the speakers, including Councilmember Andrews, called for Virginia to join Maryland and the District in requiring smoke-free restaurants.

RALLY AGAINST SLOTS... Four members of the Montgomery County Council on Sept. 8, 2008 joined elected officials from Maryland’s General Assembly and from various municipalities in front of the historic Red Brick Courthouse in Rockville Town Center urging voters not to support the November ballot referendum that would allow slot machines to be placed at five sites in the state. Montgomery County Councilmember Phil Andrews and staff member Lisa Mandel-Trupp on Oct. 10 in Rockville greeted Beit Shemesh, Israel Mayor Daniel Vaknin. Vaknin was visiting the Washington area to celebrate the bond between Beit Shemesh and the Jewish Federation of Greater Washington as part of its Partnership 2000 program, which includes educational, social and cultural exchanges, as well as volunteer and travel opportunities between the two communities.

Our Thanks… County Councilmembers Phil Andrews, left, and Mike Knapp were among those who attended a farewell party on Wednesday, March 14, for Deborah Yancer, who has served as president of Shady Grove Adventist Hospital since 2000. She was presented with a proclamation from the Council, expressing thanks for her contributions to the community. Yancer is leaving to become the chief executive officer of Enloe Medical Center in Chico, Calif.

Sticking It to ‘Em… The Wootton High School boys lacrosse team, which became the first Montgomery County team to reach the Maryland 4A/3A state championship game, was honored by the Montgomery County Council on May 24. Councilmember Phil Andrews (second row, fourth from left) presented a proclamation that recognized the Patriots for their 18-1 season—the best ever in the Rockville school’s history. Later on May 24, the Council passed the $4.1 billion FY 2008 operating budget, which for the first time, will include funding for junior varsity lacrosse programs throughout the County

Cougars Roar… The achievements of several Quince Orchard High School athletic programs were recognized with proclamations by the Montgomery County Council in April. The Cougars field hockey team (above) was honored for winning a Maryland 4A state championship. Councilmember Phil Andrews (second from left) presented the proclamation. Also honored were the state champion boys cross-country team and Mike Mascio, who won the Maryland 3A/4A 160-pound state wrestling championship.

Speeders Targeted… Phil Andrews, chair of the Montgomery County Council’s Public Safety Committee, was among the speakers on Monday, March 12, at Meadow Hall Elementary School in Rockville as the County launched a new program to slow down traffic and protect pedestrians. The new program will use speed radar cameras to issue tickets to violators. Montgomery County is the only county in Maryland that will be allowed to use the technology as part of a three-year pilot program. “The goal of the program is not to issue tickets,” said Andrews. “The goal is to slow down traffic in residential neighborhoods and near schools.”
