Jaclyn LichterJaclyn R. Lichter was elected President of the Montgomery County Commission for Women in June 2009.  She is the Legislative Director for the Department of Labor Licensing and Regulation.  Prieviously she served as Political Director for the Service Employees International Union, Local 500 where she planned and implemented member participation in legislative and political action programs. She taught 5th grade at Glen Haven Elementary School before starting her career in labor unions, and interned for a semester in the office of U.S. Senator Barbara Mikulski. She earned her Masters of Education degree at the University of Maryland. A resident of North Bethesda, Ms. Lichter served on the Board of Directors of the Montgomery County Education Association, Board of Directors of Committee for Montgomery, and has been active in the National Council of Social Studies, the Maryland State Teachers Association and the Society for Human Resource Management.

Leila Aridi Afas, CommissionerLeila Aridi Afas was born and raised in Montgomery County and is Country Manager for the Middle East and North Africa at the U.S. Trade and Development Agency.  Prior to joining USTDA, Leila earned her Master's Degree in International Affairs from Columbia University and she was awarded a fellowship in International Economic Policy.  She is a member of Montgomery County Business and Professional Women and was selected as the 2005 Maryland State Young Careerist.  Leila is also a member of Women in International Trade and the United Nations Association, among other professional organizations.  

Vanessa Atterbeary is employed as the Vanessa AtterbearyCorporate Counsel for KRA, a professional and technical services firm based in Silver Spring.  Vanessa has 10 years of experience in general civil litigation including tax, family law, estates/trusts, personal injury, and civil rights matters.  Previously, she served as Assistant Attorney General for the District of Columbia.  She also was an Associate Attorney in a Bethesda law firm and clerked for The Honorable Judge David W. Young.  Since 2008, she has chaired the Women's Legislative Briefing, previously serving on the WLB planning committee, representing the Alpha Kappa Alpha Sorority.  She is a member of the state, county, D.C. and National Bar Associations, as well as the Montgomery County Women's Bar Association and the Maryland Trial Lawyers Association.  She served as Chair of the Montgomery County Community Advisory Committee in 2007.

Jennifer BaldwinJennifer Cryor Baldwin a resident of North Potomac, is the Regional Nurse Executive for Kaiser Permanente, where she leads efforts to plan, design, develop and maintain nursing standards and competency systems for the region.  For five years prior to accepting this position in 2007, she was the Senior Vice President for Patient Care and Services and the Chief Nurse Executive at Holy Cross Hospital.  She has held nursing, administrative and policy positions at Inova Fairfax and Fair Oaks Hospitals, Georgetown University Hospital, and the U.S. Department of Health and Human Services.  Ms. Baldwin holds a Masters Degree in Public Administration.  In addition to her professional career, she has completed many marathons, including the Boston Marathon.

Jane Carrol SmithJane Carrol Smith a resident of Rockville, Ms. Hobdy is the Director Business Development in North America for Boldon James, Ltd., a software development company.  She holds an Executive MBA from the University of Maryland University College, concentrating in International Business.  She has just finished a term as President of the Board of Directors of Miriam's House, a shelter in Washington, D.C. for homeless women living with HIV.  She is a former volunteer at My Sister's Place, a shelter for abused women and their children, and is a former board member of the Montgomery County Family Services Agency.

Chandra HollowayChandra Walker Holloway is an attorney in solo practice specializing in family, employment and injury law, with offices in Silver Spring.  She holds a law degree from the Georgetown University Law Center and is a resident of Burtonsville.  She has represented her sorority on the planning committee for CFW's annual Women's Legislative Briefing for three years.  As a member of the Montgomery County Bar Association, she has volunteered at the organization's Evening Pro Bono Legal Clinic and represented women on a pro bono basis in matters involving divorce, custody, and domestic violence.   


Commissioner Wilma HolmesWilma K. Holmes is the principal of the Flower Valley Elementary School in Rockville, a position she has held for 16 years.  A resident of Olney, Ms. Holmes has worked for the Montgomery County Public Schools since 1964, holding positions from classroom teacher to Director of Human Relations, Equal Employment Officer, and Supervisor of Elementary Education, before returning to her first love, working with students and faculty in the school building.  She is a member of the Montgomery County Alumni Chapter of the Delta Sigma Theta Sorority, the Silver Spring Chapter of the Links, Inc., and the planning committee for the County Executive's Arts and Humanities Council Executive Ball.

Resa LevyResa Levy is a resident of Olney who is the director of philanthropy for Jewish Women International. Previously she worked as the director of corporate sponsorship and special projects for the Jewish Federation of Greater Washington. She holds a B.A. in Education from American University and is a graduate of Leadership Montgomery. She is a founding member and vice president of Montgomery County Crimesolvers and served on that board for years, and is a former member of the Bethesda Academy of the Performing Arts (BAPA).

Ivonne LindleyIvonne C. Lindley, a resident of Kensington, is an attorney concentrating in personal injury and other civil litigation at Stein Sperling Bennett De Jong Driscoll & Greenfeig in Rockville since 2003.  Prior to that, she clerked for the Hon. D. Warren Donohoe in the Montgomery County Circuit Court.  She has been very active as a member of the Women’s Bar Association, co-editing its monthly newsletter and planning and participating in its events. Since 2003, she has also been an active member of the Bar Association of Montgomery County, serving on several of its committees and was honored in 2008 as a Section Chair of the Year.  A graduate with honors from the University of Maryland, College Park, she attended the George Washington University Law School, where she was an active member of the Hispanic Law Students Association.  She also is bilingual in Spanish and English.

Commissioner Larniece McKoy MooreLarniece McKoy Moore is employed by the U.S. Nuclear Regulatory Commission in the Office of the General Counsel where she works as the Recruiting and Professional Development Coordinator. She earned her law degree from Howard University and is a resident of Silver Spring. She has worked in the Legal Services Advocacy Project in Minnesota and with the U.S. Department of Justice. With the firm of Robins, Kaplan, Miller and Ciresi, LLP in Minneapolis, she was the Diversity and Professional Development Manager. Ms. Moore is a member of the Junior League of Washington and served on the board of the Domestic Abuse Project.

LeticiaMederosLeticia Mederos is the Legislative Director for U.S. Congresswoman Rosa DeLauro, for whom she has worked since 2002.  She has contributed to legislative efforts on behalf of women including the Paycheck Fairness Act and the Lilly Ledbetter Fair Pay Act. A graduate of Florida International University, Ms. Mederos holds a Masters Degree in Women's History from Rutgers University.  Prior to her work on Capitol Hill, she was employed as a case manager in the Linkages to Learning Program at Gaithersburg Middle School.  A resident of Dickerson, Ms. Mederos immigrated to the U.S. from Cuba as a child and has lived in Montgomery County since 1996.

Manar MoralesManar S. Morales a resident of Potomac, is an attorney who works as the Director of Strategic Alliances for the Center for WorkLife Law.  In addition, Ms. Morales is an adjunct faculty member of Georgetown University's Paralegal Studies Program where she also serves on the Advisory Board.  Ms. Morales also serves on the Advisory Committee for the Women's Law Center of Maryland.  Prior to joining WorkLife Law, Ms. Morales worked as a litigator representing employees and unions in all aspects of labor and employment law in federal and state courts and before federal and state agencies.

Regina (Reggie) Oldak, CommissionerRegina (Reggie) Oldak  has worked throughout her career with community leaders, government representatives and nonprofit organizations to advocate issues of central concern to women and families.  A resident of Bethesda, Ms. Oldak is Senior Counsel at the National Women's Law Center, focusing on Family Economic Security issues.  She previously served as Chief of Staff to Montgomery County Councilmember Roger Berliner and as a legislative aide to former Maryland Senator Sharon Grosfeld.  She is on the boards of Planned Parenthood of Metropolitan Washington, Planned Parenthood, Planned Parenthood of Metropolitan Washing Action Fund, and the Advisory Board of the Sexual Assault Legal Institute.  She has also served on the boards of the Maryland Legislative Agenda for Women and Montgomery Women, and she is the immediate past president of the Commission for Women.  A graduate of Smith College, Ms. Oldak earned her law degree with honors at Georgetown University Law Center. 

Dr.SanjayRaiSanjay Rai, Ph.D. is the Interim Vice President and Provost of Montgomery College.  A resident of Boyds, he has worked at the college since 2004, and is the author of numerous publications and presentations.  Throughout his career, Dr. Rai has been involved in projects that increase the number of women and minorities in the sciences.  He is the project director of "Project Portal to Success in Engineering," a program designed to increase the number of women and minorities in the college's engineering program.  He also provides leadership to the Sonya Kovalevsky Day of activities encouraging eighth grade girls to study mathematics and science.

Jocelyn SamuelsJocelyn Samuels, a resident of Bethesda, is an attorney for the federal government.  She previously served as Vice President for Education and Employment at the National Women's Law Center.  Prior to that position, she was the Labor Counsel for Senator Edward Kennedy, and worked for ten years as the Senior Attorney-Advisor in the Office of Legal Counsel for the Equal Employment Opportunity Commission.
