The Division of Engineering Services administers and manages the County's Sidewalks Program. We receive and review requests for sidewalk construction along County-maintained and State-maintained roadways. All sidewalks constructed by DPW&T comply with Federal Law under the Americans with Disabilities Act.


Sidewalk Projects Completed

      REQUEST FOR SIDEWALK CONSTRUCTION ALONG STATE OR COUNTY ROADWAYS 

      
A community or individual may request sidewalk construction. However, a complete application must be submitted for consideration of a timely review.

 

A COMPLETE APPLICATION WILL INCLUDE: 

  • A brief statement(s) describing the reason(s) for requesting sidewalk construction. 
  • The name of the roadway on which the sidewalk construction is requested. 
  • The limits of the requested sidewalk construction. 
  • Which side of the road should the requested sidewalk be constructed. 
  • A letter of support by the appropriate Homeowner/Civic Association, if any.
  • A Sidewalk Application Form is provided for your convenience.

          EVALUATION OF SIDEWALK APPLICATIONS 


    Once we have received an application with all the necessary information, an engineering study will be performed. The following factors are evaluated:
  • Available right-of-way (land dedicated to or owned and maintained by Montgomery County Government).
  • The classification and geometric conditions of the adjacent roadway. 
  • Traffic volumes and patterns. 
  • Drainage conditions. 
  • Terrain. 
  • Existing obstructions such as mature vegetation, utility poles, landscaping, etc... 
  • Consideration for major pedestrian attractions, Master Plan recommendations, etc... 
  • Community or Homeowner Association support.
  • Cost estimate(s)

          CITIZEN INPUT AND FINAL DECISION

          
  • If the engineering study concludes that the requested sidewalk is warranted construction is feasible, and there is sufficient right-of-way the requesting parties as well as the adjacent property owners will be informed of the results.
  • A response period will be provided for interested parties to submit their comments or concerns in writing.
  • Upon receiving these comments, a final decision will be made. Property owners and the requesting parties shall be notified of the final decision.
  • The Division of Engineering Services will then set priorities for requests based upon available funding.
