On October 14, 2000, the Repeat Offender Section, of the Special Investigations Division, under your supervision, was involved in the surveillance of a suspect wanted in connection to three armed robberies. The level of violence exhibited by the suspect escalated during each event, culminating with a shot being fired during the third robbery.

As the surveillance continued, the suspect was followed to the rear of Friendly's Restaurant, located at 662 Quince Orchard Boulevard. While at this location, the suspect exited his vehicle, put on a ski mask, and attempted to gain entry to the restaurant. Finding the door locked, the suspect, armed with a handgun returned to the vehicle, which was occupied by an accomplice. The vehicle was subsequently surrounded by members of your unit and the occupants ordered from the car.

The suspect exited the vehicle and was confronted by members of the detail. At this time, the suspect opened fire on the officers located in front of the suspect vehicle. As officers returned fire the suspect retreated to the rear of the vehicle out of sight. Quickly, and at great personal risk, you advanced to a position within ten yards of the suspect. Upon observing the suspect, you opened fire, striking the suspect and ending the confrontation.

Your quick and decisive action, taken at great personal risk, prevented the escape of a dangerous felon and potential injury to fellow officers and the community we serve.


Detective Corporal William Hill — District 2- Bethesda     back to top

On 11-16-2000, at approximately 9pm, Det. Corporal William Hill and Det. Thomas Dolan were canvassing the Seasons apartment building in Bethesda. The investigation pertained to a report of a nearby office building being shot repeatedly by a high powered rifle over the weekend.

The investigation led detectives' Hill and Dolan to the fifteenth floor where they first encountered Lonnie Bosley in the hallway in front of his apartment. Bosley was asked about the shooting and stated he knew nothing about it. Bosley stated he was in a hurry and left to get on the elevator.

Det. Hill and Det. Dolan went to Bosley's neighbor's home and spoke with a woman about the shooting incident. She stated that she did hear gunshots coming from the area of Bosley's apartment, but could not be sure. She also stated that Bosley lived there with his wife or girlfriend. The detectives decided to talk with Bosley's wife about the incident since Bosley had left.

Det. Hill stood on the right side of his apartment door and Det. Dolan stood on the left. Det. Hill knocked on the door and Bosley open the door and began to shoot at the detectives with a Glock 9 mm semi-automatic handgun with a 34 shot clip.

Det. Hill and Det. Dolan ran down the hall in opposite directions to take cover. Bosley continued to shoot at Det. Dolan, when Det. Hill began to shoot at Bosley. Det. Dolan started shooting at Bosley and Bosley retreated back into his apartment. Det. Hill and Det. Dolan followed Bosley into the apartment where he laid down on the kitchen floor and died from his wounds.

Further investigation led to the recovery of a loaded AK-47 rifle in Bosley's apartment. Bosley's ex-wife also stated that Bosley said he was going to kill someone tonight when the detectives knocked on the door.
