C. Savage, Division Chief
Received B.A. degree in English from Seton Hall University (1968); J.D.
from Seton Hall University (1973). Admitted to the Maryland Bar in 1981;
joined the County Attorney's Office in 2000. Also admitted to practice
in New Jersey (1973), D.C. (1979), Third and Fourth Circuit Courts, Circuit
Court for the District of Columbia, and United States Supreme Court. Previously
employed as Assistant County Prosecutor, Newark, New Jersey (1973 to1977);
trial attorney for the Criminal Divison of the United States Department
of Justice (1977 to 1982); Assistant United States Attorney, Baltimore
(1982 to 1987); criminal defense attorney, specializing in federal criminal
defense. Areas of concentration include debt collection, code enforcement,
and subrogation.

Brooks, Associate County Attorney
Received B.A. from The American University (1984); J.D. from Villanova
University School of Law (1987). Admitted to the Maryland Bar in 1997;
joined the County Attorney's Office in 2007. Also admitted to practice
in the U.S. District Court for Maryland (2000), Pennsylvania, and the
District of Columbia. Member of the Maryland State Bar Association. Previous
employment includes Assistant City Solicitor for the City of Philadelphia
(Commercial Litigation Division and Code Enforcement Division) and Assistant
Attorney General for The Maryland Department of the Environment. Civil
litigation experience includes commercial litigation, regulatory enforcement
actions for lead poisoning violations, solid waste laws, and other environmental
matters. Currently assigned to the Division of Public Safety and is agency
counsel to the Division of Solid Waste Services.

in French, from Lehigh University (1997); J. D., Heuisler Honor Society,
magna cum laude, from the University of Baltimore (2005). Admitted to
the Maryland Bar in 2006; joined the County Attorney's Office in 2007.
Member of the Montgomery County Bar Association. Served as Clerk for the
Honorable Lynne A. Battaglia, Maryland Court of Appeals. Staff Editor,
Law Review; Labor and Employment Moot Court Team. Member of the Division
of Public Safety.

of the Maryland Bar Association. Served as Judicial Law Clerk to the Honorable
Michael D. Mason, Circuit Court for Montgomery County. Associate Editor,
Maryland Law Reivew (2004-2005). Member of the Division of Public Safety.

Allen Nicholas, Jr., Assistant County Attorney
Received B.A. from Morehouse College (1975); J.D. from the University
of Maryland School of Law (1978). Admitted to the Maryland Bar in 1978;
joined the County Attorney's Office in 2001. Also admitted to practice
in Florida (1979), United States Supreme Court (1984), Fourth Circuit
Court of Appeals (1984), and United States District Court (1978). Member
of the Maryland State Bar Association. Retired from the Baltimore City
Solicitor's Office after 22 years. Previously employed as Chief Counsel
for the Baltimore City Police Department and the Baltimore City Public
Schools; former chief of the contracts unit, Department of Public Works,
and litigation division; private contract and construction practice.

admitted to practice in Court of Appeals of Maryland (1995), U. S. District
Court for the District of Maryland (1998), and U. S. Court of Appeals
for the Fourth Circuit (2000). Member of the J. Franklyn Bourne Bar Association
(President, 2005) and Prince George's County Bar Association (Director,
2002-present). Maryland State Bar Association Leadership Academy Fellow
(2001). Previously employed by Prince George's County Office of Law, Litigation
Section. Counsel to the Montgomery County Police Department.
Malcolm
F. Spicer, Jr., Assistant County Attorney
Received B.A. from the University of Maryland (1969); J.D. with honors
from the University of Maryland School of Law (1974). Admitted to the
Maryland Bar in 1974; joined the County Attorney's Office in 2000. Also
admitted to practice in the U.S. District Court for Maryland (1975), the
Fourth Circuit Court of Appeals, and the U.S. Supreme Court. Member of
the Maryland and Baltimore County Bar Associations. Former County Attorney
for Baltimore County (1983-1987). Areas of concentration are zoning, building,
and land use. Agency counsel to the Department of Permitting Services.
Walter
E. Wilson, Associate County Attorney
Received B.A. from Morgan State University (1980); M.P.A. from University
of Baltimore (1987), and J.D. from University of Maryland (1991). Admitted
to the Maryland Bar in 1991; joined the County Attorney's Office in 1999.
Also a member of the Pennsylvania Bar (1992), District of Columbia Bar
(1993), and admitted to practice before the U.S. District Court for Maryland
(1992), the U.S. Court of Appeals for the Fourth Circuit (1992), and the
United States Supreme Court (2000). Previously Senior Associate Counsel
for the International Municipal Lawyers Association. Areas of concentration
are environmental law, procurement, administrative law, consumer protection,
and community association law. Agency counsel to the Department of Environmental
Protection, Department of Recreation, Office of Consumer Protection, and
Commission on Common Ownership Communities.
