Linkages to Learning, a Collaborative School-based Partnership among the Montgomery County Department of Health and Human Services, Montgomery County Public Schools, Public and Private Agencies, Families and Communities

	A Response to a Growing Need
MCPS Facts	Linkages to Learning is a collaborative initiative among the Montgomery County Public Schools, Montgomery County Department of Health and Human Services, and private community providers. It was developed in the early 1990's to address the complex social and mental health needs of an increasingly diverse, transient and impoverished population in Montgomery County, Maryland. 	Population Served
	Linkages to Learning serves children and families at selected elementary and middle schools in Montgomery County, Maryland.
	Collaborative Leadership
	In 1998, the Linkages Resource Team, with representatives from the public school system, private agencies and Montgomery County Department of Health and Human Services, was established to enhance shared decision making, strategic planning and leadership.
	Funding Sources
	County, state, federal, private, foundation, fee-for-service.
	Staff
	Linkages to Learning staff represent different cultures and languages and are sensitive to the ethnic diversity of the community.
	Referral Process
	Referrals may come from designated school staff, the school nurse, or families may self-refer. Referrals are not required at the School Health Services Center.
	Program Effectiveness
	A 1999 research project, funded by the U.S. Department of Education and conducted by the University of Maryland, demonstrated Linkages to Learning services at Broad Acres increased student performance and supported family functioning.
