How to Do Business with Montgomery County

The role of the Office of Procurement is to assist departments and agencies in acquiring goods, services, or construction.  It is, in most cases, the place of initial contact for both agencies and contractors to acquire goods or services.

In general terms, the objectives of the Office of Procurement are:

  1. To obtain the right products or services (meeting quality requirements)
  2. In the right quantity;
  3. For delivery at the right time to the right place;
  4. From the right source (a responsive and reliable supplier);
  5. At the right price.

The Office of Procurement oversees a purchasing process that assures impartial and equitable evaluation of bids and proposals from vendors and helps agencies to establish fair and reasonable contracts.  In the event of a contract dispute or claim resolution, the Office acts as mediator.

Vendor Registration
The first step to doing business with Montgomery County is becoming a Registered Vendor. Becoming a registered vendor will allow the County to contact your firm when procurement opportunities become available utilizing the commodities and/or services provided from the Vendor Registration Form. Please use the Commodity Listing Search Engine to query the appropriate class and item numbers that correspond to the goods and/or services of your firm. Since the vendor notification system is commodity-driven, the selection of the correct class/item codes is extremely important and should be recorded on the 2nd page of the vendor registration form.

A copy of your firm's Federal W-9 Form musbe be attached to complete the registration process. Incomplete applications will be returned and will delay adding your firm to our vendor database. Upon completion, print, sign and return the form to our office to esnure that your firm is included in the vendor database:

How to Obtain Bidding Documents
A $10 copy fee is required for most formal solicitations (Invitation for Bids, Requests for Proposals, Requests for Expressions of Interest) which can be purchased from the Bid Purchase Page up to 5 days prior to the bid opening date. Bidding documents containing construction plans require a variable copy fee which is based upon the costs associated with preparing and printing of construction plans and specifications. RAPID subscribers may download formal solicitations at no additional cost. Please visit the RAPID login page to gain access to the system. Informal solicitations can be obtained by contacting the contract administrator of the using department.
