Discussion:

Discussion regarding (Request for Proposal) RFP

RFP timeline: 
Warden Smith first welcomed the group and then began discussion regarding RFP.Warden Smith informed the group that the RFP’s were sent to the perspective bidders January 5, 2007; all contract bids from interested bidders must be returned by February 21, 2007. He informed the group that there will be twenty different contractors attending the Bidder’s Tour on Wednesday, January 31, 2007.The tour it self will be divided in to two tour groups with Deputy Warden Jones and Carl Furr assisting with the tours.There will be one outside tour and two inside, the tours should take two to three hours.

Contract interviews and selection: 
By mid-March the contract submissions will be reviewed and the top three bid submissions will be interviewed and a selection will be made.The offer to the selected construction firm will be done by the Office of Procurement which should be complete by mid-April after contract negotiations.

Site construction: 
Warden Smith stated by mid-May the selected contractor will be on site with construction materials and equipment to begin Phase I.During Phase I renovation of G-Wing housing and gymnasium will take place, upon completion. Administrations staff, correctional officers and inmates will move into the G-Wing and gymnasium.All construction during Phase I will be internal, with the exception of the parking area which will take place in MCDC’s outdoor recreation area.This area is fully surrounded by twelve foot wall and trees that will not be impairment during construction.

Staff and inmate relocation: 
Phase II is scheduled to begin mid-August 2007 and go through May 2008.This phase will be the renovation of the core building.Once completed, all staff and inmates will move from the gymnasium back to E & F Wings and to the newly designed and renovated Administration area.

Renovation of G-Wing and Gymnasium: 
Phase III is scheduled to begin mid-May 2008.This will be the final stages of the Reuse project transforming into the DOCR Training Section (academy), The Gymnasium (staff exercise and workout area).Mid-May 2009 Phase III completed.

Open discussion and remarks from MCDC staff and  RNAC  members:
There was some discussion about names for the new facility .Warden Smith told the group that final facility names will have to be approved by the County Executives Office and the County Council.

Community member Nancy Schoenfeld and Gloria Paul expressed concern about bus routing for visitors and inmates arriving and departing from the facility .Warden Smith conveyed that neither of their concerns were going to be a problem once the project is completed, but would speak Mrs. She ehan.Mrs. Schoenfeld also inquired about the noise levels during construction hours of operation. Dwayne Jenkins, Neighborhood Resource Coordinator informed the group that noise ordinates hours are from 7:30a.m. - 8:00p.m.

Warden Smith informed the group that during the Reuse Project he has requested an additional five positions for construction site security.He does not foresee a problem in getting the additional security staff.

Dwayne Jenkins, Neighborhood Resource Coordinator requested information on who to contact during construction with any noise complaints that surface.He was told to contact Project Manager, David Heltemes with DPWT- Capital Development at 240-777-6064.

Reporting to the Neighborhood:

There were no security incidents of note throughout all of 2006. Over 25,000 releases were completed from the Central Processing Unit and the Jail in 2006. There were no improper releases which is an enormous credit to our Records and CPU staff given the complexity of many case files and records and court actions. There was a single improper release on January 20, 2007 that was discovered the following day. Full law enforcement communication occurred immediately regarding an open warrant in Washington, DC. The person was apprehended by US Marshal on February 1, 2007. We are committed to reporting any such cases to our community stakeholders.
