The Montgomery County Council approves all amendments to the County Code. Changes to Chapter 59 of the code are in the form of Zoning Text Amendments; changes to all other chapters are in the form of Bills.

Zoning Text Amendments change the land use laws of the County. These laws affect what uses can locate on what pieces of land in the county. They also govern the size and placement of the structure on the land.

All laws that do not pertain to land use are changed through Bills.
