The mission of the Department of Environmental Protection is to:

  • Protect and enhance the quality of life in our community through the conservation, preservation, and restoration of our environment, guided by the principles of science, resource management, sustainability, and stewardship

  • Provide solid waste management services, including recycling, in an environmentally progressive and economically sound manner

Watershed Management

  • Water quality monitoring
  • Special Protection Area best management practice monitoring
  • Stormwater outfall monitoring
  • Construction, restoration, inspection and maintenance of stormwater facilities
  • Administration of the County's Municipal Separate Storm Sewer Systems (MS4) Permit

Environmental Policy and Compliance

  • Analyze, develop, and recommend environmental policies related to:
    • Environmental Sustainability
    • Air Quality
    • Energy Conservation
    • Forest & Tree Conservation
    • Energy Grants
  • Enforce the County's environmental codes and regulations including illicit discharge detection and elimination
  • Enforcement activities support the Water Quality Protection Charge and Solid Waste Programs.

Office of the Director

Water and Wastewater

  • Analyze, develop, recommend, and implement water supply and wastewater disposal service policies, in coordination with land use planning and utility services, through the County's comprehensive plan.
  • Analyze, develop, and recommend regional local wastewater and water supply policies at utilities and governing bodies, including WSSC, WASA, MWCOG, and the State of Maryland.

Management Services

  • Generates the Water Quality Protection Charge revenue and rate.
  • Provides IT, procurement, budget, and other management services to implement capital and non-capital programs.

 

Solid Waste Services

Northern Operations & Strategic Planning
  • Includes the following programs: Resource Recovery Facility & Related Waste Transfer (RRF), Dickerson Compost Facility, Site 2 Landfill, Waste System Program Development, and Dickerson Master Plan.
  • The RRF serves as the primary disposal facility for non-recycled waste generated in the County. Electricity generated by the combustion of municipal solid waste is sold to Constellation Energy.
  • Dickerson Compost Facility includes all processing, transporting, composting, and marketing of yard trim received by the County.
Central Operations

  • Includes the following programs: Out-of-County Refuse Disposal (OOC), Recycling Center, Solid Waste Transfer Station, Mixed Paper Recycling, Oaks Landfill, Residential Household Hazardous Waste, Satellite Drop-off Sites, Waste Reduction, Gude Landfill, Regulation of Refuse & Recycling Transportation, and Waste Detoxification.
  • OOC provides for rail shipment of ash residue from the RRF and non-processable waste, such as construction materials, from the Transfer Station to a disposal cell in Virginia.
  • The Recycling Center provides for the separation, processing, and marketing of recyclable materials (glass, metal, plastic).
  • The Solid Waste Transfer Station provides a receiving, processing, and shipping facility for municipal solid waste generated within the County.
  • Mixed Paper Recycling provides for the management, processing, and marketing of the County's residential mixed paper, including newspaper, corrugated containers, kraft paper bags, magazines, telephone directories, and unwanted mail.
Collections
  • Includes the following programs: Residential Recycling, Refuse Collection, and Housing and Environmental Permit Enforcement.
  • Residential Recycling Collection provides for the administering, monitoring, and enforcing of countywide recycling contracts with private collectors responding to service needs of residents.
  • Refuse Collection secures, administers, monitors and enforces contracts with private collectors for residential refuse collection in Subdistrict A of the Solid Waste Collection and Disposal District.
Administration
  • Includes the following programs: Debt Service Disposal Fund, Administration, Revenue Management and System Evaluation, and Automation.
  • Includes activities related to budget, rate setting, revenue management, non-RRF debt service, automation, and contract administration.
Waste Reduction & Recycling
  • Includes the following programs: Commercial Recycling and Waste Reduction, Recycling Multi-Family Dwellings, Recycling Outreach & Education, and Support for Recycling Volunteers.
  • Provides technical support, outreach, education, and training to single-family residents, multi-family property owners, managers and residents, and business owners, managers, and employees, as well as commercial property managers, to promote and maximize waste reduction, reuse, and recycling and the purchase of recycled products and materials.
