CDBG/ESG Public Service Grants

 


Background:

Each year, Montgomery County awards public service grants to groups to carry out programs that directly serve low-income people, often people with special needs. These "special needs" populations include some of our most vulnerable residents: the elderly, children and youth, recent immigrants, the homeless, people with mental and physical disabilities, people with chronic illnesses, people with addictions, and victims of violence.

Public service grants are funded with Montgomery County's Community Development Block Grant (CDBG) and Emergency Shelter Grant (ESG) funds - in fiscal year 2011, the County awarded approximately $650,000 to support 21 nonprofit groups throughout the county. Applications for public service grants are accepted once a year (usually around mid-September). The applications are reviewed according to the County's selection process, and funds are generally available to selected groups by the following September/October.

Priority for funding will go to activities that meet the County's "Public Service Funding Priorities." Each July, the Department of Housing and Community Affairs (DHCA) puts out an application for CDBG/ESG public service grants. The applications are typically due by the following mid-September. All applications received by the deadline are reviewed by DHCA staff to determine eligibility and, in the case of CDBG funds, conformance with the County's CDBG funding policy.

Applications are then reviewed by the Community Development Advisory Committee (CDAC), a diverse group of county residents appointed by the County Executive to make recommendations regarding CDBG and ESG funding requests. Both the Director of DHCA and the CDAC will recommend CDBG and ESG projects for funding to the County Executive, who will then make final recommendations to the County Council. The County Council, as part of the budget process, will then determine the final selection of activities to be funded with CDBG and ESG funds. Funds are generally available to grantees after September 1 of the following year - almost one year after the application is submitted.

FY 2012 Application for Community Development Block Grant (CDBG) / Emergency Shelter Grant (ESG) Public Service Grants will be available by the end of July 2010.
