Brief History of the Pedestrian and Traffic Safety Advisory Committee

Growing concerns about pedestrian safety and access led Montgomery County Executive Douglas M. Duncan to appoint a Blue Ribbon Panel on Pedestrian and Traffic Safety in June 2000.

The Panel, chaired by Delegate Bill Bronrott, analyzed trends, held field hearings, heard from national experts, took site visits, researched current practices, and examined the areas of aggressive driving, drunk driving, pedestrian safety, road design, intersection safety, engineering and traffic engagement.

The Blue Ribbon Panel's final report (web page, pdf) released on January 28, 2002 included 54 recommendations organized into four areas: education, enforcement, and engineering (the Three E's), and legislation.

One of the first recommendations to be implemented was the creation of a new Pedestrian Safety Advisory Committee to oversee the implementation of the recommendations in the Blue Ribbon Panel report.

Originally working as advocates for the creation of pedestrian-safe streets, the committee successfully drew attention to the need to better employ engineering, enforcement, and education efforts to improve the walkability of our communities.  In December, 2007, County Executive Isiah Leggett issued his seven-point strategic plan for accomplishing this mission: to reduce pedestrian-related collisions and to make our communities safer, more walkable, and more livable.  The committee is now charged with advising the County Executive and the County Council on the implementation of this Pedestrian Safety Initiative, and to review and advise the County on issues related to improving pedestrian safety.

Renamed by the County Council in 2008, under the committee's reauthorization, the Pedestrian and Traffic Safety Advisory Committee now meets every other month on the first Thursday of the month at 7:00 PM (locations and times may vary - please see the meeting calendar).

As Daylight Savings Time ended and Halloween approached, County public safety and school officials held a press conference at Ashburton Elementary School in Bethesda to offer safety advice to make crossing the street less scary. The end of Daylight Savings Time marks the start of the darker days of winter when pedestrian deaths and injuries tend to increase.

The speakers who offered pedestrian safety tips included Police Chief J. Thomas Manger, retired Fire Chief Thomas W. Carr, Jr., Ashburton Elementary School fifth grader and safety patrol Vanessa Sazesh, Ashburton Elementary School Principal Dr. Barbara Haughey, former Montgomery County Councilmember Howard Denis, State Delegate William Bronrott (D-District 16), and the former Chairman of the Montgomery County Pedestrian and Traffic Safety Advisory Committee, State Delegate Bill Frick.
