Selling Wine and Spirits
Wine may be sold to both on- and off-premise accounts in Montgomery County as permitted by the class of license. Spirits may be sold to on-premise accounts in Montgomery and to the County’s retail stores for take-home use.

FILING REQUIREMENTS FOR WINE AND SPIRITS
After requirements of the State of Maryland are met, you must supply us with a price letter in order for us to price/purchase your product initially. We can assist you in obtaining the wholesale price, which is comprised of the laid-in cost, plus freight, excise tax, and our markup.
Once an item is in our system, you are required to go on-line to change the price. Price changes must be input into the system by the 5th of the month prior to the month the change will take place.

LISTING YOUR WINE AND SPIRITS PRODUCT(S) FOR SALE IN MONTGOMERY COUNTY
As Stock Merchandise
If you are interested in selling your wine and spirits product(s) as stock items in Montgomery County, you must complete an Expression of Interest to List a Product Form (pdf). This form may be submitted to:

As Special Order Merchandise
If you are interested in selling your wine and spirits product(s) as special order items in Montgomery County, you may obtain pricing information from:

Once you have your first sale for a special order item, you should complete a Wine/Liquor Special Order Listing Form (pdf). This form and an order signed by the license-holder may be submitted to the Purchasing Section to order.
NOTIFYING US OF PROMOTIONS AND DEPLETION ALLOWANCES ON WINE AND SPIRITS
If you plan to offer promotions and/or depletion allowances on your product(s), that information should be received by the County no later than 30 days before the change takes effect. Depletion Allowances are only passed on when the item is stock or specialty center (SC).
You information must: • appear on your letterhead • include Montgomery County Department of Liquor Control’s item code • must be listed by the month (full month only)
SELLING WINE AND SPIRIT PRODUCTS IN MONTGOMERY COUNTY
Once you have obtained your Montgomery County Solicitor’s Permit, you are free to call on accounts.
Stock Sales
You may call on accounts to encourage them to purchase your stock products. The license-holder must actually place their stock order. You may not place the order for them, nor may you pay for the license-holder’s order for them.
Special Order Sales
You may call on accounts to encourage them to purchase your special order products. License-holders may place their order in several ways: • License-holders may call the Special Order Section of Purchasing directly • License-holders may email Special Order Section of Purchasing • You may bring a signed order to Customer Service • You or the license-holder may FAX a signed order to 240-777-1953
You may not pay for the license-holder’s order for them.
