CONSTRUCTION PROGRESS:
Bill Novak reported that there had been a lot of progress in the last month. There has been a lot of time and attention given to the commissioning activities for the security system which is one of the most critical elements of the facility (going over every detail of the building to see that everything is operational).
Construction is considered complete. Contractors are basically off the site except for a small team who are doing punch list work. There is a very extensive punch list to go through (painting touch-up, verification of work).
The mechanical commissioning is almost complete. The mechanical system is fully installed and operational and is being tested and balanced. The mechanical engineer and the commissioning agent are verifying this system (good temperature and air pressure).
The life safety systems have been fully commissioned. There is one last smoke test to verify that the control systems work. After this test, the life safety systems in the facility should be fully operational. The final step will be commissioning the integration of the life safety system with the security system.
The installation of all the computers and telephones is complete. Furniture has been placed as well as equipment that had been stored in the warehouse.
The last of the planting is being completed. Trees are to be planted between the jail and the Kingsley Wilderness School.
Everything is on track and opening is still planned for sixty days after the facility is turned over (November 1) to Corrections, which would be January, 2003.
TRANSIT:
Rob informed the group Phil McLaughlin was ill and would not be attending tonight's meeting. Mr. McLaughlin has stated when the facility opens the service to up-county is prepared to begin. Mr. Wallenstein will get the exact route sequence from Phil for the next meeting. Phil has stated at previous meetings that they would provide service coming from a central point (Shady Grove) to Milestone. From Milestone the service would serve the Gateway Business Park and the jail. It would run Monday through Friday with no weekend service. Is there a dedicated service planned?
It was discussed previously, but it was decided that after the jail opens a dedicated service would be based on the need of the visitors. There is visitation scheduled six days a week (day and evening hours with no visiting on Wednesday). Phil will have to update the group at the next meeting concerning the hours that transportation would be provided.
COMMUNITY EMERGENCY NOTIFICATION:
The installation of the siren will be in the next two weeks. It will be a solar powered unit and be set on the hillside near the rear of the building on a 70 foot pole. The siren will have distinct tones (an alert tone and an all clear tone) which will be brought to a meeting on tape for everyone to hear. Actual test times will be advertised to the public. The siren policy still needs to be reviewed by County Emergency Management.
Rob and Guy met with Tom Odt and Carl Crawford to update them and to approve the emergency contact refrigerator magnet. The magnet has the telephone number to contact a live person and a telephone number for a recorded message. The recorded message telephone number is up and running and has the capability of handling 40 calls at a time. Rob would like to set a display table up at the 250th Clarksburg Celebration October 19th to distribute the magnets to the public. Terry also invited Rob to attend the Clarksburg business meeting on October 17th at 7:30 a.m. to distribute magnets. Suggestions on how to get the magnets into the community are welcome.
KINGSLEY WILDERNESS SCHOOL:
Correction: The school renovation work is scheduled to be completed by late November or December, 2002. Staff would move in shortly after that. The fence between the jail and the Kingsley Wilderness School and gate will also be installed when the final planting is completed.
SIMULATED INCARCERATION:
Terry asked if the invitations will indicate what can be brought to the Simulated Incarceration. The invitations will state what to be prepared for and what you shouldn't bring.
AVERAGE DAILY POPULATION:
Terry asked what the Average Daily Population (ADP) was at MCDC. Rob reported that it was 753 as of this morning. Monitoring MCDC's ADP helps to track how many inmates could be expected when MCCF opens. It reflects an estimated ADP at MCCF of 650 to 700 inmates. This takes into account that each inmate spends the first 72 hours at MCDC. Within the first 72 hours statistics show that 70% are released on bond or by the courts.
