Home Confinement provides non-residential electronic monitoring and offers offenders the opportunity to establish stable community support systems for themselves (such as employment, counseling services, 12-Step programs, family oriented activities, and community services) while living at home under the structure and supervision of the program. The use of electronic monitoring equipment helps to ensure the community accountability of the residents. Most offenders may be transferred to Home Confinement after a successful period of time at the Pre-Release Center.
The eligibility criteria for Home Confinement include:
- The home must have a telephone.
- The offender must be a Maryland resident and be within a reasonable distance from the Center.
- The offender must have a sponsor who is willing and interested in becoming involved in his/her treatment program.
- The proposed residence must be drug and alcohol free and in a positive environment that supports the person and the program.
- The offender must provide a $100 security deposit for the electronic monitoring equipment.
While on Home Confinement, the offender will be expected to participate in the following activities:
- Participate in the same requirements they were contracted to attend at the Center and community counseling if needed.
- Participate in family meetings with an approved home sponsor and Caseworker, generally in the home.
- Adhere to an alcohol testing and urinalysis schedule.
