Mission Statement
 
The mission of the Department of Correction and Rehabilitation is:
 
  • To protect the public and citizens of Montgomery County by providing a wide range of constructive, professional correctional services for pretrial and convicted detainees.

  • To ensure the safety and welfare of staff, visitors, and offenders by operating facilities and programs in a secure, humane environment which meets professional and standards and constitutional requirements.

  • To reduce the rate to reincarceration by providing offenders with the opportunity for self improvement and the inner resources necessary to make a successful adjustment within the community.

  • To meet the future correction and rehabilitation needs of the County by means of effective planning and responsible fiscal and resource management.

The Montgomery County Department of Correction and Rehabilitation is a civilian agency managed by professionals in the correctional field. Established in 1972, the department has won national recognition for excellence and leadership and is one of the only a very few counties with multiple correctional facilities accredited by multiple accrediting agencies to include: the American Correctional Association (ACA), the National Commission on Correctional Health Care (NCCHC), the National Correctional Education Association (CEA), and the Maryland Commission on Correctional Standards (MCCS).

The U.S. Law Enforcement Assistance Administration selected the county's Pre-Release Center, currently operated by the Pre-Release and Reentry Services (PRRS), as an Exemplary Project in 1977 in recognition of its wide range of outstanding rehabilitation services.

The Montgomery County Correctional Facility (MCCF), Montgomery County Detention Center (MCDC) and Pre-Release Center (PRC) achieved 100% compliance with the Maryland Commission on Correctional Standards (MCCS) during the last audit cycle in 2007. The Montgomery County Department of Correction and Rehabilitation (DOCR) has been continuously accredited by the National Commission on Correctional Health Care (NCCHC) since 1978, with the most recent accreditation being granted in 2007. After attaining 100% compliance with all NCCHC standards, NCCHC also awarded the MCCF and MCDC with its prestigious "Facility of the Year" award.The Montgomery County Correctional Facility (MCCF) was further accredited by the National Correctional Education Association (CEA) in 2007.  The facility again scored 100% compliance on all standards.

The National Association of Counties has given the department
14 achievement award for the development of innovative programs since 1974.
