Registering to Vote

May I Register to Vote?

All residents of Montgomery County may register to vote, if they meet the following requirements:

  • County resident
  • United States citizen
  • At least 16 years of age (you may register to vote at 16 but cannot vote until at least 18 years of age by the date of the next general or special election)  
  • Have not been convicted of a felony, or if you have, you have completed serving a court-ordered sentence of imprisonment, including any term of parole or probation for the conviction.

Voter registration applications are available from the Elections Office, 18753 North Frederick Avenue Suite 210, Gaithersburg. Our office hours are 8:30 a.m. - 5:00 p.m., Monday through Friday; telephone (240) 777-8500. You may have a form mailed to you by calling our 24-hour voter information line at (240) 777-VOTE and leaving your name and address after the recorded message.

When Can I Register?

You may register to vote at any time. However, voter registration is closed from 21 days before until 11 days after the primary election, and 21 days before until 11 days after the general election. Voter registration applications received while the voter rolls are closed are processed when voter registration reopens.


NOTE: YOU ARE NOT REGISTERED TO VOTE UNTIL YOU RECEIVE A VOTER NOTIFICATION CARD FROM THE BOARD OF ELECTIONS.
If you have not received a card within three (3) weeks of sending in your voter registration application, please call the office at (240) 777-8500. The voter notification card includes your name, address, party affiliation, polling place location, and respective election districts.

Is my registration permanent?

In Maryland, registration is permanent as long as you keep your Maryland address current. If you move within the state, you must notify the new jurisdiction of your change of address. If you move to another state, you must re-register in that jurisdiction.

HOW TO UPDATE/CHANGE VOTER REGISTRATION
I want to make a change to my (name, address, party affiliation) on my voter registration. What do I have to do?

All registered voters are required to keep their voter registration information current. This includes changes of name or address. Maryland law requires voters to notify their respective elections office of these changes within 30 days.

A change of name, address or party affiliation must be made in writing and signed by the voter. Changes can be made at any time voter registration is open.

Please include your date of birth; original name, address, or party affiliation; the change you wish to make; sign and date the information, and mail or fax to:

 

                 What are the Election Judge Positions?

Voting Precincts are staffed with Election Judges selected from voters registered to vote in Maryland. Under Maryland law certain positions must be filled by an equal number of Election Judges affiliated with the major political parties. Election Judges affiliated with other parties or not affiliated with any party can also serve. In some cases 17 year olds who have submitted a registration application prior to their 18th birthday can serve as Election Judges. There are three types of judges whose duties are listed below:

 

Chief Judge: (2 per precinct) in conjunction with their partner perform the following duties:

 

  1. Attend all required training(s)
  2. Supervise all operations of the voting precinct to ensure each voter’s right to cast a ballot in accordance with Maryland law
  3. Maintain order in voting precinct and ensure that all election laws are observed
  4. Pick up precinct supplies the weekend before the election (only one person is required)
  5. Schedule and conduct a meeting of the entire Election Day voting precinct team the Monday evening before each election
  6. Oversee the set up of the voting precinct on Monday evening before each election
  7. Arrive at the voting precinct no later than 6:00 am on Election Day
  8. Supervise and follow all required procedures for opening the voting precinct (this requires a minimum amount of technical expertise)
  9. Possess a thorough understanding of all positions and their requirements, in order to fill-in during the day for others on break, assist voters with problems, and supervise the voting precinct team
  10. Assist voters with special needs as requested
  11. Supervise and follow all required procedures for closing the voting precinct, ensure that all required documentation is complete and assist in packing supplies
  12. Ensure that all critical materials are given to the Closer Judges for return to the Board of Elections on Election Night
  13. Release members of the team after all duties are complete

 

Voting Operations Judge:  (Multiple positions per precinct) Perform the following duties, as assigned and directed by the Chief Judge:

 

  1. Attend all required training
  2. Attend the team meeting on Monday evening before each election
  3. Arrive at the voting precinct no later than 6:00 am on Election Day
  4. Assist with overall operations of the voting precinct as directed by the Chief Judge
  5. Assist with the opening and closing of the voting precinct as needed
  6. Process voters casting a Provisional Ballot by:
    • Safeguarding Provisional Ballots and related materials
    • Ensuring provisional voters accurately complete their provisional ballot and all required documentation
    • Preparing all Provisional Voting documentation
  7. Check in voters by:

·         Preparing the Electronic Poll Books for Election Day use

·         Greeting Voters in a respectful and courteous manner

·         Using the Electronic Poll  Books to qualify voters to use the electronic voting units, print Voter Authority Cards and encode the Voter Access Cards

·         Ensuring that each voter signs the required documentation

8.   Assist voters in the voting process by:

·         Managing voters waiting in line to use the electronic voting unit

·         Assisting voters with special needs, as requested

·         Escorting voters to the voting unit and answering voters’ questions on how to vote on the voting unit

 

 

Closer Judge (Assistant Chief):  (2 per precinct) In conjunction with their partner perform the following duties as assigned and directed by the Chief Judge:

 

  1. Attend all required training
  2. Attend the team meeting on Monday evening before each election
  3. Arrive at the voting precinct no later than 6:30 pm on Election Day
  4. Assist with overall operations of the voting precinct as directed by the Chief Judge
  5. Under the supervision of the Chief Judge, close down the voting units after the polls close, prepare and post required reports and where appropriate transmit results to the Board of Elections via telephone modem.  Help lift units on storage rack and lock down
  6. At the direction of the Chief Judge, verify and return ALL materials to the Board of Elections on Election night (requires two judges registered with different parties riding in one car)
  7. Must have transportation and be able to drive at night (cannot use public transportation)
  8. Must carry a cell phone and provide the number to the Board of Elections and Chief Judges
