Commissioner Burger was appointed to the Montgomery County Ethics Commission in November 2007. He is Program Director at Serco Inc., North America, where he manages a program that's transforming the business processes and information technology infrastructure for one of the U.S. Department of Homeland Security's key organizational components. Mr. Burger is the former chairman of Maryland’s State Board of Elections and has served three successive administrations during his tenure in Annapolis. He served as a Montgomery County Election Judge prior to his commission on the elections board. Mr. Burger served on the board of directors of The Family Services Agency, Inc., and was elected corporate treasurer and chairman of its finance committee by his fellow board members. He also provided service to the City of Gaithersburg as a member of its Environmental Affairs Committee.
Mr. Burger is a certified Project Management Professional and received his Master of Engineering Administration from The George Washington University and his Bachelor of Science in Mechanical Engineering from The Catholic University of America. He lives in Chevy Chase and was elected to the board of directors at the Members Club at Four Streams in which he currently serves as the club's vice president.
