MCEO NO. 121-06:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Mouth of Monocacy Road Bridge No. M-135 (CIP #500106).  A public hearing was held at 3:00 PM on Thursday, May 25, 2006, in the Ninth Floor Conference Room of the Executive Office Building located at 101 Monroe Street in Rockville, Maryland, to consider a proposal to replace the Mouth of Monocacy Road Bridge, No. M-135 over CSX Railroad, a public highway bridge located in Dickerson, Maryland.  The plan is to replace the existing deteriorating Mouth of Monocacy Road Bridge and re-construct approximately 360' of approach roadway to tie the new structure into the existing roadway on both sides.  The estimated total cost of the proposed improvement is $2,296,000.00 including construction management and inspections, land acquisition, utilities, site improvements and construction.  Effective Date:  4/10/06.

MCEO NO. 124-06:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Traffic Order - Germantown.  This executive order identifies new traffic controls/signs in Clarksburg town center, located in the police district of Germantown.  Three Speed Limit traffic signs are ordered removed and new Speed Limit signs installed.  Also ordered installed in this executive order are One Way signs, No Parking Any Time signs, All-Way-Stop signs, and Stop signs at various locations on Clarksburg Rd., Stringtown Rd., Snowden Farm Parkway, Brightwell Dr., Murphy Grove Ter., Piedmont Trail Rd., Basil Park Circle, Benton Park Circle, Clarksburg Square Rd., Clarksridge

MCEO NO. 126-06:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Abandonment of Portion of Fraser Dr., Montgomery Hills Forest, Silver Spring.  A public hearing was held on Thursday, April 27, 2006, at 10:30 AM at 101 Monroe Street, EOB, 10th floor Large Conference Room, Rockville, Maryland  20850, to consider an application received from Dennis J. Lawson, Carmen Murphy and Sean P. Murphy seeking abandonment of a portion of unimproved Fraser Drive, Montgomery Hills Forest Subdivision, Silver Spring.  The hearing officer will report his findings to the County Executive for further consideration as per County Code.  Effective Date:  4/12/06.

 

MCEO NO. 127-06:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Traffic Order - Silver Spring.  INSTALL No Parking Sunday Only on both sides of Woodridge Ave. between Eastwood Ave. and the road end southwest of Edgewood Ave.  Effective Date:  4/10/06.

 

MCEO NO. 128-06:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Traffic Order - Wheaton/Glenmont.  RESCIND all traffic regulations from Traffic Order 88-88 on Middlebridge Dr. so as to require westbound traffic to yield at Coachlamp Ln,; INSTALL Stop on Middlebridge Dr. so as to require westbound traffic to stop at Coachlamp Ln.  Effective Date:  4/11/06.

MCEO NO. 136-06:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Traffic Order - Bethesda.  RESCIND all parking regulations from Traffic Order 145-93 on north side of Strathmore Ave. from Orleans Way to Jolly Way; INSTALL Permit Parking Only White Flint on north side of Strathmore Ave. from Orleans Way to Jolly Way.  Effective Date:  4/20/06.

 

MCEO NO. 137-06:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - U.S. Route 29 Sidewalk - CIP 609997.  The option contract between Marcus Hadeed and Montgomery County, Maryland, for the purchase of land and granting of easements for the U.S. Route 29 Sidewalk is hereby accepted.  The County Attorney is hereby directed to take all necessary steps to acquire the land and easements.  Effective Date:  4/20/06.

 

MCEO NO. 141-06:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Glen Cove Parkway Sidewalk - CIP #506747.  The County Executive finds that public interest requires construction of a sidewalk in the public right-of-way located in Bethesda, and the director of the Department of Public Works and Transportation is authorized to proceed with the construction of a concrete sidewalk built on the east side of Glen Cove Parkway from Baltimore Ave. to the existing sidewalk at Allan Ter. in Bethesda, Maryland.  The sidewalk will be 4' wide, 360 linear feet long and will conform to the requirements of the ADA.  Glen Cove Parkway is classified as a secondary residential roadway with an eighty foot public right-of-way.  The present roadway is 26' wide.  On street parking is allowed on both sides.  There is approximately 45' of available public right-of-way on the east side.  The new sidewalk, curb and gutter will be constructed within the existing roadway to avoid tree removal and impacts to the creek.  The total estimated cost of the project including engineering site improvements and construction is $37,697.00.  Effective Date:  4/25/06.

 

MCEO NO. 142-06:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Fairfax Road Sidewalk CIP #506747.  The County Executive finds that public interest requires construction of a sidewalk in the public right-of-way located in Bethesda, and the director of the Department of Public Works and Transportation is authorized to proceed with the construction of a concrete sidewalk built along the west side of Fairfax Rd. from Hampden Ln. to Wessling Ln. and along the east side of Fairfax Road from 6917 Fairfax Rd. to Clarendon Rd. in Bethesda, Maryland, under the Capital Improvement Project 506747.  The sidewalk will be four feet wide, 2,000 linear feet long, and will conform to the ADA requirements.  Fairfax Rd. is classified as a secondary residential roadway and has a 50' public right-of-way.  The existing roadway is approximately 20 feet wide with 15' of available public right-of-way on the west side of Fairfax Rd. from Hampden Ln. to Wessling Ln. and 15' of available public right-of-way on the east side of Fairfax Rd. from 6917 Fairfax Rd. to Clarendon Rd.  The sidewalk will be constructed at the back of the curb and gutter.  The total estimated cost of the project is $179,530.00.  Effective Date:  4/25/06.

 

MCEO NO. 143-06:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Elm Street Sidewalk CIP #506747.  The County Executive finds that public interest requires construction of a sidewalk in the public right-of-way located in Bethesda, and the director of the Department of Public Works and Transportation is authorized to proceed with the construction of a concrete sidewalk built on the south side of Elm Street from Exeter Rd. to Clarendon Rd. in Bethesda, Maryland, under the Capital Improvement Project 506747.  The sidewalk will be four feet wide, 630 linear feet long, and will conform to the ADA requirements.  Elm Street. is classified as a secondary residential roadway and has a 60' public right-of-way.  The existing roadway is approximately 24 feet wide with 18' of available public right-of-way on the south side of Elm St.  The sidewalk will be constructed at the back of new concrete curb and gutter.  The total estimated cost of the project including engineering site improvements and construction is $63,872.00.  Effective Date:  4/25/06

 

MCEO NO. 144-06:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION  - Rainbow Drive Sidewalk  (CIP 506747)  The County Executive finds that public interest requires construction of a sidewalk in the public right-of-way located in Silver Spring, and the director of the Department of Public Works and Transportation is authorized to proceed with the construction of a concrete sidewalk built along the south side of Rainbow Drive from Good Hope Road to 1201 Rainbow Drive in Silver Spring under the Capital Improvement Project 506747.  The sidewalk will be four feet wide, 2,116' long and conform to the ADA requirements.  Rainbow Dr. is classified as a primary residential roadway and has a 70' public right-of-way.  The existing roadway is approximately 36' wide and on-street parking is allowed in both sides of the roadway.  There is approximately 17 feet of available public right-of-way on the south side of Rainbow Drive.  The sidewalk will be constructed with a varying greenspace between the sidewalk and edge of roadway.  The total estimated cost of the project including engineering site improvements and construction is $69,828.00.  Effective Date:  4/25/06.

MCEO NO. 147-06:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - U.S. Route 29 Sidewalk - CIP 509997.  The option contract between David Greenblat, Trustee of the Sally Freedman House Trust and Montgomery County, Maryland, for the granting of an easement for the U.S. Route 29 Sidewalk, is hereby accepted.  The County Attorney is directed to take all necessary steps to acquire the easement.  Effective Date:  4/26/06.

 

MCEO NO. 148-06:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Clarendon Road Sidewalk - CIP 506747.  The County Executive finds that public interest requires construction of a sidewalk in the public right-of-way located in Bethesda, Maryland and the director of the Department of Public Works and Transportation is authorized to proceed with the construction of a concrete sidewalk on the west side of Clarendon Rd. from Fairfax Rd. to Exeter Rd.  The sidewalk will be 4 feet wide, run 600 linear feet and will conform to the ADA requirements.  Clarendon Rd. is classified as a secondary residential roadway and has an 80' public right-of-way.  The existing roadway is approximately 26' wide with 50' of available public right-of-way on the west side of Clarendon Rd. from Fairfax Rd. to Exeter Rd.  The sidewalk will be constructed with a varying greenspace.  The total estimated cost of the project including engineering site improvements and construction is $29,305.00.  Effective Date:  4/25/06.

 

MCEO NO. 150-06:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Traffic Order - Germantown.  INSTALL No Parking Any Time on east side of Broadwater Dr. from Centerway Rd. to Broadwater Way.  Effective Date:  4/25/06.

 

MCEO NO. 151-06:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Abandonment of Portion of Blaisdell Rd., Bradley Hills Grove Subdivision, Bethesda.  There will be a public hearing before the County Executive's designee at 10:30 AM on Thursday, June 29, 2006 in the EOB Auditorium at 101 Monroe Street, Rockville, Maryland  20850, to consider an application received from J. Clarence Davies III, and Barbara S. Davies, the applicants, seeking abandonment of a portion of unimproved Blaisdell Rd., Bradley Hill Grove Subdivision, Bethesda.  After the hearing, the hearing officer will report his findings and recommendations to the County Executive for further consideration as prescribed by County Code.  Effective Date: 5/01/06.

 

MCEO NO. 152-06:  DEPARTMENT OF PERMITTING SERVICES - Street Acceptance.  This order certifies that construction of the following named streets has been completed in accordance with all applicable provisions of the Montgomery County Road Construction Code as specified in the above-captioned permit.  The materials used in the construction of these streets were tested and found to be in compliance with County specifications.  Broom Drive, Wickham Drive, Wickham Road, Tothill Drive, Denigh Circle, Tackbrooke Drive, Rushbrooke Drive (Barnsley Manor Estates), August Farm Lane, Bertie Farm Court, (Greenhills Farm), Kimball Place, Clark Place, Darcy Forest Drive, (Belvedere Glen), Cliff Pine Drive (Brookefield).  Effective Date:  5/02/06.

 

MCEO NO. 153-06:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Traffic Order - Rockville.  REMOVE Yield on Newgate Rd. so as to require eastbound traffic to yield at St. James Rd.; INSTALL Stop on eastbound Newgate Rd. at St. James Rd.  Effective Date:  4/25/06.

 

MCEO NO. 154-06:  DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION - Traffic Order - Germantown.  INSTALL Stop for northbound and southbound traffic on Fairlady Way at Bromfield Dr.  Effective Date:  4/25/06.

 

MCEO NO. 161-06:  DEPARTMENT OF HEALTH AND HUMAN SERVICES - Employee/Volunteer Solicitation Waiver.  Pursuant to Section 19A-16(b)(3) of the Montgomery County Public Ethics Law, the County Executive authorizes public employees and volunteers of the Montgomery County Department of Health and Human Services, Child and Adolescent Services/Montgomery County Conservation Corps, to solicit gifts for the benefit of the programs and services administered by the Montgomery County Department of Health and Human Services in accordance with the requirements established in this order.  The Office of the County Executive must be notified of all gifts received.  The requirement is fulfilled by publishing a list of these gifts in the Montgomery County  Register.  Effective Date:  5/18/06.
