MCEO NO. 146-10:  DEPARTMENT OF FIRE AND RESCUE SERVICE - Fire Lane Establishment Order to post fire lane signs and paint curbs/pavement (painting optional) as identified below.  When signs and paint work have been completed, this order will authorize the enforcement of this fire lane by appropriate police and fire officials.  Location:  Clarksburg Village Phase I, Forest Haven Way.  Signs must be posted so that it is not possible to park a vehicle without being in sight of a sign.  Signs may be no farther apart than 100 feet.  Paint must be traffic yellow with line of sufficient width to be readily identifiable/readable by motor vehicle operators.  Effective Date:  3/24/10

MCEO NO. 159-10:  DEPARTMENT OF TRANSPORTATION - Traffic Order - Silver Spring. Order for traffic control signs directs to install and/or remove the following traffic, and/or parking control devices at the designated locations.  Remove No Stopping Any Time on the north and south sides of the public alley located between the 900 blocks of Bonifant Street and Wayne Avenue.  Install No Parking Any Time on the the north side of the public alley, parallel to and between Wayne Avenue and Bonifant Street, from the eastern terminus of the public alley to 190 feet west of the eastern terminus of the public alley and on the south side of the public alley, parallel to and between Wayne Avenue and Bonifant Street, from 150 feet west of the eastern terminus of the public alley to and including the eastern terminus of the public alley.  Effective Date:  7/19/10


MCEO NO. 160-10:  DEPARTMENT OF TRANSPORTATION - Traffic Order - Bethesda.  Rescind all traffic and parking regulations including but not limited to the following traffic orders:  774, 213-76 on the Rollingwood Elementary School property (currently occupied by The French International School).  Effective Date:  5/7/10


MCEO NO. 161-10:  DEPARTMENT OF TRANSPORTATION - Traffic Order - Bethesda. Order for traffic control signs directs to install and/or remove the following traffic, and/or parking control devices at the designated locations.  Install No Thru Trucks Over 7000 lb. GVW on Jones Mill Road between East West Highway (MD 410) and Jones Bridge Road and on Jones Bridge Road between Connecticut Avenue (MD 185) and Jones Mill Road.  Effective Date:  7/20/10

MCEO NO. 174-10:  DEPARTMENT OF LIQUOR CONTROL - FY11 Appropriation and Transfer.  It is ordered that the FY11 Department of Liquor Control working capital is as follows:  Personnel Costs - $23,234,210, Operating Expense - $19,285,890.  Total working capital is $42,450,100.  It is ordered that the Director of Finance transfer from the Liquor Control Fund to the General Fund, at the end of each of the first three quarters of the fiscal year, an amount equal to one fourth of the amount of $26,206,170.  This amount includes the transfer for: earnings of $23,327,470; technology modernization costs of $591,440; overhead of $2,287,260.  The County Executive on the advice of the Department of Liquor Control, the Office of Management and Budget, and the Department of Finance will determine the final quarterly transfer at the end of the fiscal year.  It is ordered that a portion of the amount transferred to the general fund relating to debt service ($4,583,250) payable from DLC pledged revenues, be transferred directly to U.S. Bank National Association, in accordance with the amounts and timeframes stipulated in the Trust Indenture.  Effective Date:  8/2/10


MCEO NO. 175-10:  DEPARTMENT OF FINANCE - First Supplemental Commercial Paper Order/2010 Series A Note Program.  This order amends Order No. B303-10, issued by the County Executive on behalf of Montgomery County, Maryland effective June 21, 2010 (the "Note Order"), to increase the maximum principal amount of bond anticipation notes authorized to be outstanding under the Note Order.  The Note Order provides that the County Executive or the Chief Administrative Officer may, from time to time and at any time, without the consent of or notice to the registered owners of the Notes, execute a supplement to the Note Order to increase or decrease the maximum principal amount of Notes authorized to be outstanding under the Note Order.  The Chief Administrative Officer is issuing this First Supplemental Order in order to increase the maximum principal amount of Notes authorized to be outstanding under the Note Order.  Pursuant to Section 2.1 of the Note Order, the aggregate principal amount of Notes that may be outstanding under the Note Order at any one time is increased to and shall not exceed One Hundred Fifty Million Dollars ($150,000,000), as such amount may be reduced or increased in accordance with such Section.  Effective Date:  8/9/10


MCEO NO. 176-10:  DEPARTMENT OF TRANSPORTATION - Condemnation Authorization Zbynek Omelka and Zuzana Omelkova Woodfield Road Extended Project, CIP No. 500151.  The County Attorney is hereby directed to acquire by condemnation the following property from Zbynek Omelka and Zuzana Omelkova, such acquisition being necessary for the Woodfield Road Extended Project: Liber/Folio 25178/142, Account No. 12-00946057, Fee Simple 5,078.6 s.f. Perpetual Easement 7,840 s.f., Temporary Easement 26,767 s.f.  The County Attorney is hereby directed to take all necessary steps to acquire the above describe property rights, including any improvements located within the areas to be acquired.  Effective Date:  8/9/10


MCEO NO. 182-10:  OFFICE OF THE COUNTY ATTORNEY - Non-Local Park Acquisition Northwest Branch Stream Valley Park.  The County Executive has determined that acquisition of the described property as parkland is necessary, in the public interest and the County Attorney is directed to acquire by purchase or condemnation: from James C. Patton, et al. - Northwest Branch Stream Valley Park Parcel ID#05-1-273546, Area of Acquisition - 27.0+ acres, amount - $990,000.00.  Effective Date:  8/23/10


MCEO NO. 183-10:  DEPARTMENT OF TRANSPORTATION - Liberty Lane Proposed Sidewalk (CIP#506747).  Order for construction of a sidewalk to provide safe pedestrian travel along the north side of Liberty Lane from Falls Road to Coldstream Drive located in Potomac, Maryland in the 10th Election District.  The Director of the Department of Transportation is hereby authorized to proceed with the construction of a concrete sidewalk under Capital Improvement Project No 506747 (Annual Sidewalk Program).  The sidewalk will be 5 feet wide and will conform to the ADA requirements.  The total length of the sidewalk is 1,650 linear feet.  Liberty Lane is classified as a secondary residential roadway and has a 60 foot wide public right-of-way.  The existing roadway is approximately 26 feet wide.  There is approximately 17 feet of available public right-of-way on the north side of Liberty Lane.  There will be a variable greenspace of 3 to 5 feet wide located between the new sidewalk and the curb and gutter.  Every effort will be made during construction to cause minimal disturbance within the public right-of-way and to the adjacent properties.  A public hearing was conducted 8/19/2009 and the Hearing Examiner recommended approval of the project.  The County Executive herby proposes that the total cost of the project, to be determined by final accounting after construction has been completed, shall be distributed in the approximate amounts as follows: $74,250 for construction costs and G.O. Bonds; $7,425 for administrative and construction inspection costs and G.O. Bonds.  Total estimated cost of the project including engineering, site improvements and construction is $81,675.  Unless otherwise approved by the County, expenditures authorized by this Order plus expenditures accrued to date for this project shall not exceed $81,675 and shall be made payable from funds appropriated for CIP#506747.  Effective Date:  8/18/2010
