MCEO NO. 80-11:  DEPARTMENT OF FIRE AND RESCUE SERVICE - Fire Lane Establishment Order to post fire lane signs and paint curbs/pavement (painting optional) as identified below.  When signs and paint work have been completed, this order will authorize the enforcement of this fire lane by appropriate police and fire officials.  Location: First Baptist Church of Wheaton, 3110 Emory Church Rd.  Signs must be posted so that it is not possible to park a vehicle without being in sight of a sign.  Signs may be no farther apart than 100 feet.  Paint must be traffic yellow with line of sufficient width to be readily identifiable/readable by motor vehicle operators.  Effective Date:  7/06/11

MCEO NO. 132-11:  DEPARTMENT OF TRANSPORTATION - Montrose Parkway East Project (CIP #500717).  Order for a public hearing held before the County Executive (or his designee) at 3:00 p.m. on Wednesday, July 13, 2011, in the lobby level auditorium of the Executive Office Building located at 101 Monroe Street, Rockville, Maryland.  The purpose of the hearing was to obtain public comments to assist the County Executive in the determination of whether or not to authorize construction of Montrose Parkway, a public way located in the North Bethesda-Garrett Park Planning Area, within the 13th and 14th Election Districts of Montgomery County Maryland.  The roadway improvement is to consist of an extension of Montrose Parkway in an easterly direction, approximately one mile in length, from the easterly limits of the SHA-constructed portion of Montrose Parkway (located 800 feet east of Parklawn Drive) to the master-planned termination of Montrose Parkway at Veirs Mill Road (MD587) replacing the current intersection with Gaynor Road.  The completed project will provide a continuous Montrose Parkway from Montrose Road near I-270 on the west to Veirs Mill Road (MD587) on the east.  The roadway is to be constructed as a four-lane divided highway with curb and gutter, a five foot wide concrete sidewalk on the south side, and a ten foot wide asphalt path on the north side.  The project will include a 350-foot long highway bridge over Rock Creek; relocation and reconstruction of 800 feet of Rock Creek Trail - including a 107-foot long pedestrian bridge over Montrose Parkway; reconstruction of approximately 2,000 feet of Veirs Mill Road; and several retaining walls designed to reduce environmental impacts.  Street lighting, landscaping, and storm water management will be provided.  The traffic signal at the Veirs Mill intersection will be modified to accommodate the new intersection.  Plans showing the work along with other project-related data are available for examination in the offices of the Department of Transportation on the 4th floor of 100 Edison Park Drive, Gaithersburg, Maryland 20878.  The telephone number is 240-777-7223.  Estimated cost of the improvement and funding allocations thereof are as follows:  $0.00 costs to be assessed for special benefit against applicable properties, $54,095,000.00 costs for the County-constructed portion of the project to be borne by Montgomery County funded through General Obligation Bonds, $65,400,000.00 costs for the State-constructed portion of the project to be borne by Montgomery County funded through General Obligation Bonds, $119,495,000.00 total estimated cost of the project, including engineering, right-of-way acquisition, site improvements, and construction.  Effective Date:  6/14/11

MCEO NO. 133-11:  OFFICES OF THE COUNTY EXECUTIVE - Employee Solicitation Waiver - authorizes the Director of the Department of Health and Human Services to designate employees assigned to that Department to solicit gifts for the benefit of programs and services administered by that Department, in accordance with the requirements established by this Executive Order.  Effective Date:  6/28/11

MCEO NO. 134-11:  DEPARTMENT OF LIQUOR CONTROL - FY11 Amended Appropriation and Transfer.  It is ordered that the FY11 Department of Liquor Control working capital is as follows:  Personnel Costs - $24,186,900, Operating Expense - $19,278,210.  Total working capital is $43,465,110.  It is ordered that the Director of Finance transfer from the Liquor Control fund to the General Fund, at the end of each of the first three quarters of the fiscal year, an amount equal to one fourth of the amount of $26,206,170. This amount includes the transfer for:  earnings of $23,327,470; technology modernization costs of $591,440; and overhead costs of $2,287,260.  The County Executive on the advice of the Department of Liquor Control, the Office of Management and Budget, and the Department of Finance will determine the final quarterly transfer at the end of the fiscal year.  It is ordered that a portion of the amount transferred to the general fund relating to debt service ($3,658,250) payable from DLC pledged revenues, be transferred directly to U.S. Bank National Association, in accordance with the amounts and timeframes stipulated in the Trust Indenture.  Effective Date:  6/20/11
