MODERATELY PRICED DWELLING UNITS: Expedited Bill 4-05 (MPDU) Amendments modifies the membership of the MPDU Alternative Review Committee; allows certain eligibility standards for buyers and tenants of age-restricted MPDUs and rent levels for those units, to be modified by regulation; clarifies the applicability of certain requirements to build MPDUs in developments with 20 or more but fewer than 50 dwelling units; and corrects technical errors in and generally amends County law governing the MPDU program. Effective Date: April 1, 2005. RENTAL HOUSING-PERSONAL LIVING QUARTERS-SUNSET: Expedited Bill 1-05 repeals the expiration date for the authority of the Department of Housing and Community Affairs to issue rental housing licenses for personal living quarters buildings. Effective Date: April 5, 2005. ENERGY POLICY-CLEAN ENERGY REWARDS PROGRAM: Bill 39-04 authorizes the Director of the Department of Environmental Protection to administer a program to provide financial incentives to buyers of certain types of electricity; authorizes the Director of Finance to make certain payments to buyers or providers of certain types of electricity; and generally establishes a County program to reward buyers of electricity produced by clean renewable sources. Effective Date: June 17, 2005. CONTRACTS AND PROCUREMENT: Bill 23-04, Contracts and Procurement - Local Small Business Reserve Program, establishes a Small Business Reserve Program, designates the types of procurement subject to the requirements of the program, requires a certain percentage of contracts be awarded to local small businesses, requires internet posting for certain purchases, and generally amends the law governing contracts and procurement. Effective Date: July 25, 2005.
