Expedited Bill 10-10: Buildings, Energy Efficiency - Repeal, repeals the requirement that certain residential buildings meet certain ENERGY STAR standards. Effective date: May 29, 2010.

Expedited Bill 11-10: Stormwater Management - Water Quality Protection Charge - Debt Service, authorizes the County to pledge the water quality protection charge as security for certain debt obligations. Effective date: May 29, 2010.

Bill 13-10: Emergency Medical Services Transport Fee - Established, authorizes the County to impose and collect a fee to recover costs generated by providing emergency medical service transports; provides for a schedule of emergency medical services transport fees, fee waiver criteria, permitted uses of fee revenues, and other procedures to operate the emergency medical services fee program; prohibits a Local Fire and Rescue Department from imposing a separate emergency medical services transport fee; requires the Executive to issue certain regulations to implement an emergency medical services transport fee; requires a certain annual transfer be made as payment of residents' uninsured portion of the emergency medical services transport fee; and generally amends County law regarding the provision of emergency medical services. Effective date: August 20, 2010.

Expedited Bill 14-10: Recordation Tax - Allocation of Revenue, revises the allocation of certain revenue received from the recordation tax. Effective date: May 29, 2010.

Expedited Bill 16-10: Personnel - Retirement - Imputed Compensation Limit, amends the definition of regular earnings to limit certain imputed compensation under the employees' retirement system to FY10 only; and generally amends the law regarding the employees' retirement system. Effective date: July 1, 2010.

Expedited Bill 18-10: Personnel - Retirement - Furlough - Imputed Compensation, amends the definition of regular earnings under the employees' retirement system and the retirement savings plan to include certain imputed compensation not received due to a furlough; and generally amends the law regarding the employees' retirement system and the retirement savings plan. Effective date: July 1, 2010.

Expedited Bill 29-10: Taxes - Excise Tax - Carbon Dioxide Emissions, establishes a reliable funding source for greenhouse gas reduction programs in the form of an excise tax on major emitters of carbon dioxide; sets the rate of the tax and authorizes the County Council to increase or decrease the rate each year by resolution; defines certain terms, and authorizes the County Executive to issue certain regulations; provides for collection of the tax and payment  of interest and penalties, sets the effective date of the tax, and applies certain provisions of law to this tax; requires part of the revenue from this tax to be used for certain greenhouse gas reduction programs; and generally amends the County law governing excise taxation. Effective date: May 29, 2010.

Expedited Bill 32-10: Administration - Public Libraries - Payments to Municipalities, authorizes the County to pay to certain municipalities that support or operate a free public library an amount determined in the operating budget or Council resolution; and generally amends the County law related to the payment of the County library tax to certain municipalities. Effective date: July 1, 2010.

Expedited Bill 33-10: Working Families Income Supplement - Amendment, amends the amount paid to recipients under the Working Families Income Supplement Program; and generally amends the Working Families Income Supplement Program.  Effective date:  May 29, 2010.
