MCER NO.12-17:   PROPOSED DEPARTMENT OF HEALTH AND HUMAN SERVICES REGULATION
                            Manual on Public Swimming Pool Operation
SUMMARY:  This regulation has been revised to coincide with enactment of Bill 16-17E, Swimming Pools, Lifeguards, Amendments; amending lifeguard requirements at certain hotel pools.  This regulation establishes the operating standard for public pools in Montgomery County in order to protect the health and welfare of the pool users.  It has been in effect since 1971 with this version incorporating the requirements of the State of Maryland COMAR 10.17.01: Public Swimming Pools and Spas.  Pool management companies, the City of Gaithersburg, the City of Rockville, and the Montgomery County Department of Recreation commented on the revisions and several changes were made at the request of these organizations.  This regulation would supersede Executive Regulation 21-12AM.

MCER NO.16-17:   PROPOSED DEPARTMENT OF POLICE REGULATION
                            Animal Services and Adoption Center Adoption and Service Fees
SUMMARY: The proposed regulation establishes adoption fees for animals that are adopted from the Montgomery Animal Services and Adoption Center and describes the services and medical procedures that are included in each adoption.  Adoption fees and services/procedures are specific to the species of animals being adopted from the Center.  This proposed regulation would supersede Executive Regulation 29-13.

MCER NO.17-17:   PROPOSED DEPARTMENT OF POLICE REGULATION
                            Anti-Cruelty Conditions for Dogs
SUMMARY:  The proposed regulation interprets State anti-cruelty laws by regulating how dogs are to be transported in open bed vehicles, the conditions under which a dog maybe tethered, and what constitutes adequate space and shelter or protection from weather for outdoor dogs.  This proposed regulation would supersede Executive Regulation 10-10-AM.
