The Incident Command System is certainly often used on significant fires, major EMS incidents, and combinations of the two. The questions are:

  1. How extensive does an incident have to be before the ICS is implemented, and
  2. How much of the ICS needs to be put into place when you have an incident that overwhelms your initial response units, but comes up short of being a disaster?

The first question is relatively simple: the EMS-ICS should be implemented any time there are 5 or more patients requiring transport, or more than 8 persons involved with potential or confirmed injuries.

The answer to the second question is not a short answer, so responding units need to know....
