MEET Our Community Review Panel Members


Image:  Photo of Community Review Panel meetingMembers of the Montgomery County, MD  Department of Health and Human Services community review panels represent a rich variety of backround and expertise. Panel members, however, all have one thing in common: a desire to assess whether our programs are really helping people in need. Members currently include:

Mark Battle, who established a long career as a social work educator, has been instrumental in establishing a number of community programs. 

The Honorable David Cahoon, who served on the Montgomery County Circuit Court for fifteen years, is a former County Attorney and County Council member.

Nguyen Minh Chau, a former board member of the Mental Health Association of Montgomery County who currently serves as a council member for the town of Garrett Park, has held a number of leadership positions within the County.

Dr. George Cohen brings to the panel a distinguished career as a pediatrician and medical school professor.  

David S. Davidson, a retired administrative law judge with the National Labor Relations Board, has held a number of leadership positions with Jewish religious organizations.

Dr. T. Earl Flanagan, Jr., has practiced dentistry in the greater Washington, DC area during the last several decades and has founded and supervised a number of dental clinics.

Jeremiah Floyd brings to the panel many years as an public schools educator and official with the National School Boards association.

Harriet Guttenberg, a former executive director of the Mental Health Association of Montgomery County, is involved in wide-ranging community efforts that include United Way and the Montgomery Organizational Development Group (MODG).  

Lucille Harrigan is a longtime communications professional whose career has spanned a variety of public relations and information systems positions.

Austin Heyman has centered his professional life around organizations that serve senior citizens, following a long career as an administrator for U.S. foreign assistance programs.   

Arva Jackson established a career that spans in social work, human relations, civil rights and environmental education during the last four decades.

Ken Jackson brings to the panel a varied backround in the physical sciences, as well as leadership positions in equal opportunity and other public administration programs.

Cristina Kirkbride has built an impressive career in environmental program planning and research. 

Alan Kraut, who has built his career in the behavioral sciences, served as the first chief executive officer of the Washington, DC-based American Psychological Society.

Manny Mandel, a clinical social worker, brings to the panel nearly forty years of experience in direct practice, program management and administration.

Margit Meissner brings to the panel extensive experience in developing educational systems/services for students with disabilities and community-based conflict resolution programs.

James T. Marrinan has broad experience in the health and social services arenas, and has served in an executive capacity at several national health care associations, federal agencies and local health organizations.

Javier Miyares, an educational professional, has served in a wide variety of leadership positions in the field of higher education.

Carolyn Post, who brings to the panel a wealth of experience related to disability issues, holds leadership positions with a number of non-profit boards that provide services to people with disabilities. 

Naomi Plumer is an educator whose career in the Montgomery County Public Schools and elsewhere includes serving as principal of three schools, elementary school cluster supervisor and director of Early Childhood Education. 

Jim Robinson brings to the panel a 30-year career in early childhood education and advocacy.

Florence Rosenberg, a retired university sociology professor, has volunteered on a number of commissions related to senior citizens.

Sidney Phyllis Schiller brings to the panel more than 25 years worth of experience in child welfare services, including a ten-year tenure as a Prince George's County Department of Social Services bureau chief.

Sue Schoenberg is a former Montgomery County Human Relations Commission member and consultant who has developed research on topics that include fair housing and public health issues.
