Coordinate a healthcare service delivery system that provides a continuum of care for blinded veterans extending from their home environment to the local VA facility and to the appropriate rehabilitation setting. These services include adjustment to blindness counseling, patient and family education, benefits analysis, comprehensive residential inpatient training, outpatient rehabilitation services, the provision of assistive technology, and research. Visual Impairment Service Team (VIST) Coordinators are located at VA Medical Centers and serve as the initial contact person for getting help for your vision loss.

Offer service programs, regional groups, resources, and advocacy. There is no charge for any service and membership is not a prerequisite to obtain help. All legally blinded veterans are also eligible for BVA's assistance whether they become blind during or after active duty military service. Produce the BVA Bulletin that focuses on issues and events relating to blinded veterans and includes general topics on veterans. Audiocassette versions are sent to members. Field Service Representatives assist blind veterans in the development of benefit claims for the Department of Veterans Affairs. This includes compensation, pension, death benefits (for widows), housing adaptation grants, automobile grants, etc. Operation Peer Support connects combat-blinded veterans of World War II, Korea, and Vietnam with newly blinded veterans who have been wounded in Iraq and Afghanistan. Volunteer Service Program helps blinded veterans obtain assistance and provide information on programs and services, and demonstrate equipment and aids used by the blind.

Offer an employment/ training program for veterans and returning warriors who are blind or vision impaired. The program will supply high quality, effective workforce development training services to ensure that they are "job ready". Services include career assessments, assistive technology assessments and training, resume writing, interviewing, job development training (training internship program), job development placement and retention, computer training, orientation and mobility training, independent living skills, and case management. Also offer rehabilitation programs, orientation and mobility training, independent living skills, and Braille instruction.
