Technical Assistance Services

The Montgomery County Child Care Resource & Referral Center offers Technical Assistance services for a variety of child care related issues. Please call 240-777-1457 if you would like assistance in any of the following areas:

  1. Licensing/Compliance Referrals: address licensing non-compliance issues in areas such as: supervision techniques, schedule of daily activities, requirement for outdoor play, materials and equipment, furnishing and storage, health monitoring techniques, general cleanliness and food service, infant & toddler care, and proper record keeping techniques.  There are two types of referrals for Technical Assistance: formal and informal.  The goal of Technical Assistance is to give the provider strategies to achieve licensing compliance.  Technical Assistance is free and can be done on-site or by phone as appropriate.

    1. Formal referrals come directly from the OCC after an issuance of a compliance agreement before and/or after an announced or unannounced licensing visit (T.A. Services Request form). The OCC contacts T.A. to initiate a formal referral.  Care programs/providers may receive on-site or telephone consultation if appropriate with the purpose of helping the provider/program achieve compliance.

    1. Informal referrals are self-referred by child care programs/providers or referred by an OCC licensing specialist after an issuance of a less serious compliance issue. Providers may receive on-site or telephone consultation, if appropriate, with the purpose of helping the provider/program achieve compliance.

No technical assistance referrals will be take for

non-compliance issues where abuse or neglect is

suspected, or those that pose threats to children’s

health, safety or welfare such as: physical

environment of the program, over capacity, severe

unsanitary conditions or illegal child care.

  1. Special Needs: Providers who care for or are willing to care for special needs children can self-refer to Technical Assistance line.  Technical Assistance will provide information about provision of services or provide resources to help be in compliance with American with Disabilities Act. T.A could be by telephone, on-site, or be a referral to other resources within the region.

  1. Child Care Program Improvement: Providers can self-refer for program setting technical assistance.  Assistance addresses how to introduce new materials into the setting, how to create learning centers, ways to transition from activity to activity, etc.  Technical assistance can be on-site or over the phone and may include goal setting and developing strategies to effectively solve the issue.  For concerns on children’s behavior, the provider will be immediately referred to ChildLink-ECS Mental Health Program 240-777-4769.
