Public Health Emergency Preparedness and Response Program

Workforce Development and Training
Use these resources to develop curricula and training materials to build a ready workforce for a public health emergency.

Medical Community

		Faith Community Nursing and Special Populations In fiscal year 2006, Montgomery APC is partnering with leading area faith community nursing (FCN) networks to 1) educate the current working FCNs through a training event and 2) to educate FCN students enrolled in Columbia Union College Parish Nursing program through a curriculum on emergency preparedness. The primary target of FCNs will be to reach out to the isolated elderly and persons with disabilities in the congregations. Three focus groups were conducted during April and May 2005 and a summary report was compiled.

		Montgomery APC recently developed A Toolkit for Public Health Emergency Preparedness and Response for Congregations. The toolkit was provided to participants at the recent “Strengthening the Strengtheners: An Emergency Preparedness Conference for Faith Community Nurses/Health Ministries.” It was held on March 3, 2006 in Olney, Maryland. 		Stop the Spread! A Toolkit for Preventing the Spread of Germs in Clinics and Office Settings This tool focuses on infection control measures clinics and office settings can take to prevent the spread of germs, including influenza. It was developed to engage the medical community in pandemic flu preparedness. It has been reviewed by infection control professionals as well as those who work in offices and medical clinics. It includes office and clinic information, patient education materials, and an audio presentation on infection control measures. It is available in a CD-ROM format and materials are customizable to your local public health department. Download a copy of the toolkit here! Once you have downloaded the zip file to your C:\ drive, extract the files to your C:\ drive and then please click on the DHHS.exe file to activate the program. Local Health Department Staff Training

		Plan to Be Safe Campaign This is an educational toolkit (available in PDF) that was originally targeted to the senior citizen population. However due to the friendly format, Montgomery County launched it as a county-wide campaign in September 2005. The toolkit includes a poster with a take-away brochure which emphasizes preparing a disaster kit with at least 9 items and a tri-fold brochure. The tri-fold emphasizes a three step plan, of which preparing a disaster kit is one step. Each product within the toolkit is also available in a downloadable format that will allow for individual customization (poster, take-away brochure, and tri-fold brochure). A guidance document has been created, which provides suggestions on how the materials may be customized and instructions for printing. The video covers all three steps of the Plan to Be Safe Campaign, Have a Conversation, Make a Plan and Make a Kit with tips for each step! 		Personal Protective Equipment (PPE) Toolkit Many local public health agencies are considering stockpiling personal protective equipment (PPE) to provide their staff in a public health emergency. This toolkit includes a DVD. The first part is a video (requires a media player such as Windows Media Player) that walks the viewer through a step by step process of putting on and taking off Level C protection. Part II of the DVD (requires a media player such as Windows Media Player) addresses some of the frequently asked questions of putting on and taking off PPE. The toolkit also includes a detailed brochure that viewers can use to review the steps. This toolkit can be used on its own or as part of an overall training.




		Plan to Be Safe: Training Modules for Emergency Operations of Dispensing and Vaccinations: A Guide for Public Health Program Planners This toolkit is designed to be used as a 101 on public health clinic operations for training public health staff. It includes an instructor booklet that incorporates four training modules which can be used either as a series of trainings or as individual trainings. A detailed booklet includes appendices of materials used by Montgomery County, MD as examples of handouts and background information. A CD-ROM includes a PDF version of all materials. A DVD incorporates two training videos used in the modules. The Operation Caroline is a video (requires a media player such as Windows Media Player) that demonstrates a mock staging to set up a dispensing and vaccination clinic. Part II of the DVD (requires a media player such as Windows Media Player) includes questions and answers. The Operation Dagwood video (requires a media player such as Windows Media Player) demonstrates a mock smallpox vaccination clinic. Part II of the DVD (requires a media player such as Windows Media Player) includes questions and answers which can be used as an additional learning tool but is not needed for the training modules.




		Plan to be Ready: A Guide for Training Non-Public Health Workers to Respond to Public Health Emergencies This training toolkit was developed by the Montgomery County APC in collaboration with Johns Hopkins Center for Public Health Preparedness at the Johns Hopkins Bloomberg School of Public Health. It is designed to help local public health agencies and others conduct public health preparedness training for non-public health workers. The toolkit provides agencies with all the materials and information needed to provide basic training on emergency preparedness.
