Davis Library Renovation

County Executive Isiah Leggett announced his proposed Capital Improvements Program budget for FY11-16 on Friday, January 15.  Due to the financial conditions the County is facing and to help ensure coordination with the White Flint Sector Plan, the County Executive's 2011-16 Capital Improvements Program (CIP) recommends that the design and development phase for the Davis renovation be postponed until late fall 2011. 

Once started, the design process would take about twenty months.  Funding for it is included in the proposed CIP budget for design in FY12 and FY13.  Funding for construction would be requested as the design reaches the 50% Design and Development phase, probably in early FY13.  The County Council will make the final decision on the proposed CIP budget in late spring 2010.

Renovation Project History

The 2004-09 Strategic Facilities Plan of the Montgomery County Public Libraries identified the Davis Library for renovation and expansion in 2006. The building opened on June 21, 1964, and was named after Floyd E. Davis, father of the site’s donor. The building originally housed both the Davis Library and the Library Department’s Administrative offices.

A Program of Requirements to guide the renovation and expansion plans was written in February 2005 and updated in April 2005. The POR includes the renovation of the Davis Library lower level where the Mobile Services unit was to be relocated after the Special Needs Library moved to the new Rockville Library in November 2006.

The Davis Library is a two-level, 25,750 square foot structure with the Davis Library services on the main level, and the meeting rooms and Mobile Services unit on the lower level.

Funding for the Davis Library Renovation was approved by the County Council as part of the FY2007-12 and FY2009-14 Capital Improvement Program budgets. The renovation will include an expansion of up to 9300 square feet, which will allow for larger Children’s and Adult collections, more space for Teens, and for program, group study, and tutor rooms. The interior of the Davis Library will be reorganized to provide more efficient service to library customers. The Davis Library renovation project will be a “green” project meeting LEED Silver requirements.

A public meeting was held on Wednesday, December 2, 2009, at the Davis Library, to provide an overview of the renovation and expansion project and to obtain community input. Read the meeting notes, which include ideas about the positive and negative features of the current building.
