EVALUATOR/CO-PARENTING PRESENTER

 

DEFINITION OF CLASS

The Evaluator provides recommendations to the Judges and Family Division Masters of the Circuit Court through oral assessments, written evaluation reports, and/or testimony in the family law cases. Evaluation is focused upon, but not limited to, custody and access (visitation) matters before the court, as well as adoptions. The evaluator also presents court-ordered Co-Parenting Skills Enhancement Sessions to litigants.

Active casework includes contact with litigants, attorneys, governmental and private agencies, references, educational personnel, therapists, psychologists, psychiatrists, and other professionals possessing knowledge bearing on the issues before the court, as well as collateral contacts. The incumbent reports directly to the Managing Court Evaluator, Family Division Coordinator and is ultimately responsible to the Court Administrator.


EXAMPLES OF ESSENTIAL FUNCTIONS

  • Conduct extensive personal interviews with litigants and their children (age appropriate), as well as observations of parent/child interaction. This includes visits to the litigants' homes to conduct home studies.
  • Handle extensive daily telephone and personal contact with attorneys, litigants, community service agencies, educational, medical and mental health professionals, as well as collateral contacts (such as therapists, teachers, and childcare providers).
  • Prepare clear and concise oral reports of Assessments and written reports of Evaluations that include a psychosocial assessment, summary, and recommendations as to the best interest of the child(ren) with regard to custody, access and adoptions. The written reports are produced on a personal computer by the evaluator.
  • Maintain a working knowledge of the family court system and government/community resources in order to answer questions from court personnel and provide direction to the public.
  • Appear, participate, and testify in settlement conferences and/or merits hearings before Family Masters and Judges.
  • Review and audit for completeness home studies and post-placement supervisory reports prepared by licensed agencies and privately retained licensed social workers.
  • Prepare and present the court-ordered Co-Parenting Skills Enhancement Sessions to litigants involved in custody/visitation cases and overseeing small group discussions, requiring a strong of knowledge of base of child development as well as the family court system.
  • Conduct custody/access evaluation intake interviews and supervised visitation intake interviews on a rotating schedule.
  • Transport court files from one department to another within the Court.

KNOWLEDGE, SKILLS AND ABILITIES

  • Ability to work a 20-hour week with work hours dependent on assignment; and maintain a regular, punctual and reliable level of attendance pursuant to the scheduled assignments.
  • Ability to communicate effectively, orally and written, and exercise a high degree of judgment, tact, diplomacy and competence in dealing with Judges, attorneys, court personnel and the public.
  • Ability to work independently.
  • Ability to handle stress and maintain a professional demeanor when dealing with court personnel and the public at all times.
  • Ability to apply statutory requirements and possession of a working knowledge of the Maryland Rules of Procedure is mandatory.
  • Working knowledge of computer systems and word processing, database and spreadsheet programs are required.
  • Excellent oral communication skills and an even temperament are high priority considerations for this position.
  • Ability to lift and carry stacks of court files.
MINIMUM QUALIFICATIONS
  • Master's degree in Social Work and licensure (LCSW or LGSW) with experience in working with families and children.
  • Professional interview, strong writing and oral communication skills a must.
  • Basic knowledge of personal computer applications required.
  • A valid motor vehicle operator's license is required; as is a personal automobile to make home visits as needed.

Assignment Office

 

DEFINITION OF CLASS

The Administrative Aide II is an entry level position in the Assignment Office. The incumbent reports directly to the Assignment Commissioner, Office Manager, and is ultimately responsible to the Court Administrator.

This job description is utilized to give a broad overview of the various desk assignments in the Assignment Office. It is essential for employees of this office to learn all desk assignments and may be rotated accordingly.

Each desk assignment has its own unique office job description to assist in providing detailed responsibilities related to that desk assignment so the employee can have a full understanding of what is expected in that position.

Desk assignment rotation will provide each employee an opportunity to learn the various aspects of the Assignment Office and enhance his/her opportunity for future growth within the Circuit Court.

  • Locate all criminal, civil and family files for the various hearing and trial assignments.
  • Review files prior to delivery and ascertain whether the scheduled matter is pending or to resolve outstanding issues prior to delivery.
  • Prepare the judges' and masters' daily and special dockets for delivery
  • Distribute all files and dockets to the judges and/or masters for the following day.
  • Attend criminal, civil and juvenile pre-trial dockets weekly to coordinate mandatory deadlines, DCM guidelines, trial dates, pre-trial dates and available specially assigned dates with the Court and counsel.
  • Manage the judges' and masters' calendars:
    1. Assign, notify and post events to be heard by judges and/or masters;
    2. Coordinate and review all files for appropriateness;
    3. Notify judges' chambers of assignments and removals; and/or
    4. Maintain up-to-date information on all track assignments including
    Track 4 and special assignments.
  • Manage the civil, criminal and family motions dockets:
    1. Set, notify and post hearings;
    2. Coordinate and review all files for appropriateness; and/or
    3. Notify judges' chambers of assignments and removals.
  • Review all criminal, civil, family and juvenile scheduling orders before or
    following scheduling conferences for accuracy.
  • Work front counter on assigned days and back up front counter duty for other assignment office staff on scheduled and/or unscheduled leave.
  • Report carry over information from the courtrooms; make changes to next day assignments and broadcast to related departments.
  • Prepare pre-trial dockets weekly with case status information and print or prepare available date information for courtroom scheduling.
  • Transport court files from one department to another within the Court.
  • Assist in maintaining reports of the Assignment Office's docket for statistical purposes.
  • Assist with specific training of assigned desk to new employees of the office and or employees transferred to new desk assignments.
  • Submit files with pending motions for review and rulings to the judges, masters and/or case managers.
  • Review and process incoming criminal, civil, family and juvenile memorandums and Orders of Court, and update computer system on trial continuances, resets, DCM guideline dates, and adds on and removes matters scheduled before the Court.
  • Prepare "Stay Orders" for cases that have settled, and update all dispositions in computer system to remove the cases from the trial docket.
  • Assist with researching and processing Quality Control Questionable Case Reports.
  • Assist with scheduling matters from courtroom telephone calls.
  • Update office manuals with current court procedures.
  • Answer telephones and assist the public with general and assignment information.
  • Re-route, using the bar code system, all files to the appropriate destinations.
  • Update courtroom information in the computer system from the previous day's events.
  • Print daily docket and make telephone calls to the appropriate parties to verify hearing and trial information.
  • Review and check loose papers that have been entered by the Clerk's Offices daily.
  • Review and update hearings in the computer system from daily and weekly printouts.
  • Fax, copy and collate docket information for related departments.
  • Order transcripts, exhibits and depositions for criminal, civil and family cases that are scheduled on the court's calendar.
  • Prepare and distribute court hearing and trial notices for mailing and filing.

DEFINITION OF CLASS

The Law Library Aide serves as support staff to the Law Librarian and Assistant Law Librarian. This position is part time composing of two (2), four (4) hour shifts. This position assists in all aspects of the law library. The incumbent reports directly to the Law Librarian, Assistant Law Librarian and is ultimately responsible to the Court Administrator.

  • Maintain a regular, punctual and reliable level of attendance.
  • Ability to work independently.
  • Proficient in office computer databases.
  • Thorough knowledge of all library equipment and computers, including minimal repairs of copiers and facsimile machine.
  • Possess necessary research skills to assist patrons of the law library, including legal research in both print and electronic formats.

MINIMUM QUALIFICATIONS
  • B.S., B.A. or paralegal degree from an accredited university.
  • An equivalent combination of education and experience may be substituted with legal research experience.
