Duncan Zeroes Out Tip Fee
For Haulers Bringing Paper
To Recycling Center

An Executive Regulation signed December 30 by County Executive Douglas M. Duncan, has eliminated the $15 per ton tip fee charged to haulers bringing paper and mixed recyclable paper to the County's Recycling Center.

The regulation will benefit local municipalities - such as Rockville, Gaithersburg, Takoma Park, Kensington, Garrett Park, Chevy Chase, Poolesville, Barnesville - which can now bring paper materials destined for recycling to the County facility at Route 355 and Shady Grove Road. It will also benefit haulers under contract to local multi-family property managers.

Signing the regulation, Duncan said, "We're able to reduce the tipping fee to zero because the market for old newspaper and mixed recyclable paper is currently very strong, and the revenue the County earns from selling the paper exceeds our handling costs.

"Eliminating the fee also helps to further promote recycling participation and get us closer to our goal of recycling 50 percent in 2000," Duncan added.

The regulation covers only paper. The tip fee for commingled materials remains at $15 per ton.

The regulation signed by Duncan is effective for 90 days. A permanent version, which would be effective until the end of Fiscal Year '00, has been transmitted to the County Council which will schedule a public hearing on the regulation.

"This reduction in the tip fee helps move us closer to our 50 percent recycling goal," said County Council President Michael Subin. "The Council is looking forward to working with the County Executive to promote recycling while minimizing the cost to all County rate payers."
