Duncan Appoints Latham
As Special Assistant

County Executive Douglas M. Duncan today announced the appointment of Constantia B. Latham as Special Assistant to the County Executive. In the post she will serve as Duncan's liaison dealing with a host of issues, including regional cooperation.

Latham was most recently a human resource development consultant and trainer with expertise on issues such as cultural diversity, leadership, teambuilding and communication skills. Prior to that, she spent several years with the U.S. Department of Health and Human Services, first as an employee development assistant and then as a staffing assistant responsible for the recruitment and placement of Senior Executive Service personnel.

"I am delighted to have Connie join my team," said Duncan. "In dealing with regional issues and other matters, her background and expertise will be a tremendous asset to Montgomery County."

Latham will share a full-time special assistant position with Deborah Goodwin, joining Jerry Pasternak and Saralee Todd in serving as top advisors to the County Executive.

Latham holds a B.S. degree in business administration from Columbia Union College and a M.S. degree in human resources development from American University.
