County Appoints Manager of
EEO/Diversity Management
Montgomery County’s Office of Human Resources has appointed A. Diane Graham as its Manager of Equal Employment Opportunity (EEO) programs.
Before coming to Montgomery County, Graham served as the Executive Director of the Human Rights Commission in Prince William County, Virginia. Prior to that, she was employed with the Washington Metropolitan Area Transit Authority as its Disadvantaged Business Specialist and EEO Investigator/Diversity Specialist. She has also served in leadership positions in federal government, as Deputy Director of Civil Rights for the Department of Energy, Acting Director of the Office of Federal Contract Programs, and Director of the government-wide Equal Employment Opportunity Program, administered at the time by the Civil Service Commission.
In her new position, Graham will be responsible for planning, coordinating and implementing the County’s EEO and diversity action programs; providing advice and guidance to County managers on EEO and diversity programs; investigating and providing findings and recommendations on EEO complaints; ensuring that the County is in compliance with applicable federal, state and local civic rights laws; and providing guidance to applicable agencies on Americans with Disabilities Act (ADA) issues.
Graham holds a B.A. in English from Rosemont College in Pennsylvania and a M.S. in Administration from George Washington University.
