County to Transition CPC Outpatient Mental
Health Clients to New Providers

In response to CPC Health’s financial difficulties, County officials today signed contracts with Affiliated Santé Group, Inc. and Threshold Services, Inc. to provide outpatient mental health services to clients currently served at CPC Health’s clinics in Bethesda, Germantown, Rockville and Wheaton. Transition of clients will begin immediately.

“Our priority is to maintain patient care and to minimize disruption in services to clients currently served by CPC Health’s outpatient clinics,” said County Executive Douglas M. Duncan. “The transition of outpatient clinics is part of the contingency plan that was developed weeks ago and we’re now beginning to implement it. We are also actively working to help CPC find a buyer for both their inpatient and outpatient services.”

Affiliated Santé Group, Inc., based in Silver Spring, will provide services in County-owned space in Wheaton and Germantown for approximately 500 clients. Threshold Services, Inc., based in Silver Spring, will provide services in County-owned space in Rockville for approximately 80 clients.

The contracts call for a one-time $660 per client fee to cover transition costs. Ongoing costs will be billed to the state public mental health system.

“The County is stepping in where the State has failed,” Duncan said, “however, we cannot sustain this effort without the State’s help.”

Duncan’s FY02 recommended operating budget includes $1 million in set-aside funds for mental health services.
