Duncan Names State CIO to Head Information
Systems and Telecommunications Department

Montgomery County Executive Douglas M. Duncan today named Alisoun K. Moore as Chief Information Officer (CIO) for Montgomery County. In that position she will serve as director of the County’s Department of Information Systems and Telecommunications.

Moore comes to Montgomery County after serving as the CIO for the State of Maryland, in the Department of Budget and Management, for the past two years. In that capacity, she was responsible for the state’s technology program.

“It speaks very well for Montgomery County, and for our Department of Information Systems and Telecommunications, that we are able to attract an IT professional of Alisoun Moore’s caliber to head this department,” said Duncan. “The broad range of knowledge that she has acquired through her various positions with the state will prove invaluable and will serve the citizens of this County well.”

“This is an exciting time in the field of information technology, and I am looking forward to moving Montgomery County toward its goal of making services more accessible and responsive to citizens,” said Moore.

Prior to her current position with the Department of Budget and Management, Moore worked in several departments in the State of Maryland. She served as the Chief Information Officer for the Maryland Department of Transportation in the Secretary’s Office for three years. She also served as Deputy Director in the Office of Finance and Information Technology for the State Highway Administration (SHA), Chief of the Highway Information Services Division for SHA, and Geographical Information System Coordinator for SHA.

Moore holds a master’s degree in Public Administration in Information Systems from the University of Baltimore, and a B.A. in political science from the State University of New York (SUNY) at Albany, N.Y.

Moore will head a department with 129 full-time employees, and a budget of approximately $21 million. She is slated to begin her new post on April 18, pending confirmation by the County Council.

The mission of the Department of Information Systems and Telecommunications is to develop, manage and promote the efficient use of automated information systems and telecommunications with the County government. Current projects include implementation of a new public radio system, the fibernet capital project, a proposed electronic mail system and electronic document management system and expansion of the County’s electronic government services through eMontgomery at www.co.mo.md.us.

According to the July 1999 issue of Chief Information Officer magazine, women hold only about 10 percent of the CIO positions in the U.S., UK and France. The Information Technology Association of America reports that women hold just 25 percent of all professional IT positions.
