Duncan presents FY 02 Capital Budget,
Amended six-year Capital Improvements Program

Montgomery County Executive Douglas M. Duncan has unveiled his recommended fiscal year 2002 Capital Budget and proposed amendments to the FY 01-06 Capital Improvements Program (CIP).

Under a 1996 County Charter amendment, a new CIP is developed in even-numbered calendar years. In off years, like this year, the Executive recommends and the Council approves a capital budget for the next fiscal year. Amendments to the existing six-year CIP may also be considered.

The Executive's Capital Budget recommendations support spending that would allow projects in the CIP approved in May 2000 to continue.

Many of Duncan's FY 01-06 CIP proposed amendments address school capacity, including additions at six elementary schools - Farmland, Forest Knolls, Germantown, Potomac, Travilah and Weller Road. The Executive also is supporting requests which would further increase capacity in two previously approved elementary school projects - Broad Acres and Gaithersburg . In addition, he has recommended approval of funds for the requested 20-room addition to Northwest High School.

On other fronts, the CIP amendments also include requests for construction funding for Moderately Priced Dwelling Units through the State Partnership Rental Housing Program and additional support for the Silver Spring Innovation Center, a business incubator to be located at East-West Highway and Blair Mill Road in south Silver Spring.

In transmitting the recommendations to the Council, Duncan indicated that he planned to make several additional CIP amendment and Capital Budget recommendations in the "next few months." Among the items possibly covered in future amendments and recommendations are: Rockville parking requirements, the Town Square garage, Circuit Court space needs, land for the replacement of the Silver Spring Fire Station #1 and land for the Montgomery College Takoma Park campus expansion.

The Executive urged the Council to join him "in a measured approach to amending the CIP" so that "important projects are not precluded by premature action on other projects. Managing our set-asides carefully is imperative at this juncture," Duncan wrote.

County law states that the County Executive must submit a proposed capital budget to the Council by January 15.
