County Fills Three Top Level Positions
Montgomery County officials today announced that three County employees have been promoted to senior management positions. Scott W. Reilly has been named Assistant Chief Administrative Officer, Catherine E. Matthews is the new Upcounty Regional Services Director, and Edgar Gonzalez will fill the newly created position of Deputy Director for Transportation Policy.
"All three individuals are highly regarded and experienced administrators who will be outstanding additions to our senior staff," said County Executive Douglas M. Duncan.
"After an extensive search, we found skilled and talented individuals who were already within Montgomery County government's own ranks to fill all these openings," said Bruce Romer, Chief Administrative Officer (CAO) for Montgomery County. "The citizens of this County have much to look forward to as these three individuals bring their experience, commitment and professional local government management skills to their new positions."
Scott Reilly will join the County's management team and assist the CAO in coordinating department operations. As Planning Implementation Section Manager for the County Executive during the last seven years, Reilly coordinated Executive Branch positions on growth, land use, and development issues. Reilly also worked for the Montgomery County Department of Housing and Community Development and the Metropolitan Washington Council of Governments.
In her new role, Catherine Matthews will coordinate public service delivery in Gaithersburg, Germantown, Clarksburg, Damascus, Goshen/Laytonsville, Derwood, North Potomac, Darnestown, Boyds, Montgomery Village, Barnesville, Dickerson, and Poolesville. Matthews has extensive experience in working with the community, having served as Assistant Director of the Upcounty Center for 14 years.
Edgar Gonzalez will develop transportation plans, policies and programs to guide the activities of the Department of Public Works and Transportation and to ensure that the Department's functions are carried out in an integrated and coordinated fashion. Gonzalez, a Fulbright Scholar, has been with Montgomery County for 22 years, most recently serving as Chief of the Division of Engineering Services.
