Duncan Seeks Applicants for the
Upcounty Citizens Advisory Board

County Executive Douglas M. Duncan is seeking applicants to fill nine vacancies on the Upcounty Citizens Advisory Board. There are six vacancies for the June 2002-May 2005 term and three partial-term vacancies that will expire in May 2004. Six incumbents are eligible to apply for reappointment.

The Citizens Advisory Board represents more than 280,000 residents in the upcounty area, north of Shady Grove Road and including the communities of Barnesville, Beallsville, Boyds, Clarksburg, Damascus, Darnestown, Gaithersburg, Germantown, Goshen, Laytonsville, Montgomery Village, North Potomac, Poolesville, Tobytown, and Washington Grove. Residents from the areas of North Potomac, Montgomery Village, Laytonsville, Goshen, Damascus and Poolesville are especially encouraged to apply. If you are uncertain if you live in the upcounty service area, please call 240-777-8045 or 240-777-2528.

The 20-member board advises the Director of the Upcounty Regional Services Center, the County Executive, and County Council on area needs and priorities such as transportation, human services, environment, public safety, and other issues of local importance. It also reviews and comments on the County's capital and operating budgets and master plans; assists with strategies to tailor services to regional needs; and conducts workshops and forums. Some members represent the Board on other ad hoc committees.

Members serve three-year terms without compensation, meeting one Monday evening of each month and occasionally on Saturdays at the Upcounty Regional Services Center in Germantown. Members are expected to serve on at least one subcommittee which meets approximately one evening every month on its own schedule.

Applicants should write by March 22 to County Executive Douglas M. Duncan at the Executive Office Building, 101 Monroe Street, Rockville, MD 20850. A brief resume, with home and work telephone numbers, should be enclosed, detailing pertinent experience and business, civic or community group associations. Members of County boards, committees, and commissions may not serve on more than one such group at a time.

Duncan's appointments are subject to confirmation by the County Council. Applications of those selected for appointment are made public as part of the confirmation process.
