DUNCAN APPOINTS DAVISON TO
HEAD NEW DEPARTMENT OF
HOUSING AND COMMUNITY AFFAIRS      For Immediate Release:  June 6, 1996


     Montgomery County Executive Douglas M. Duncan today appointed Elizabeth
B. Davison as director of the newly revamped Department of Housing and
Community Affairs.
     Davison first joined the County in 1991 as director of the Office of
Planning Implementation.  She has served as acting director of the Department
of Housing and Community Development since last December.
     "Elizabeth was instrumental in helping to shape the structure of this
new department and, as a result, is uniquely qualified to lead it in its new
mission," said Duncan.  "Her extensive background in the field and her five
years of director-level experience in the County make her a superb candidate
for the post." 
     The newly reorganized Department of Housing and Community Affairs will
combine the functions of housing, community development, housing code
enforcement, residential weeds and rubbish code enforcement, and consumer
affairs into a single County agency.  The department has an $8.6 million
operating budget for fiscal year 1997 and a staff of 103.   Davison has worked
in the field of urban development and policy for the past 25 years.  Prior to
joining Montgomery County, she was vice president of two major national
consulting firms.  She also worked for the Maryland-National Capital Park and
Planning Commission for six years, as an economic analyst and research
coordinator.

     As a consultant, Davison prepared studies for subsidized and public
housing for the U.S. Department of Housing and Urban Development, private
investors, major institutional investors and local governments.  Davison also
prepared revitalization studies for neighborhoods in St. Louis and Kansas
City, Missouri; downtown Wilmington, Delaware; the Hudson River Waterfront in
New Jersey; and areas in Maryland, Virginia, Florida and the Carolinas.
     Davison's appointment is subject to confirmation by the County Council.
