DUNCAN HAILS COUNCIL'S APPROVAL
OF HIS PLAN TO CREATE NEW
PERMITTING SERVICES DEPARTMENT          For Immediate Release:  July 2, 1996



     Montgomery County Executive Douglas M. Duncan hailed the County
Council's approval today of his plan to create a new, "one-stop" Department of
Permitting Services.  Duncan said the newly established, fee-supported
department will help to allow the County to be more efficient in issuing
building and operating permits and eliminate the "red tape and costly delays"
faced by residents and businesses.
     "I applaud the County Council for enacting legislation that will help to
ensure that we, as a County, are more user-friendly to our customers," said
Duncan.  "This is a good example of how we can work together to effect change,
when change is needed, and to improve the way we deliver basic services.
     "Although as late as last week we still had some disagreement over the
best way to restructure the new department, I believe that, in the end, this
legislation will both achieve the goals I outlined -- when I announced this
merger plan last November -- and effectively address the concerns expressed by
some of the Council members in their deliberations.  I want to thank Council
President Gail Ewing for her leadership throughout the process."
     The creation of a single Department of Permitting Services effectively
brings permitting-related functions now found in four different departments
under one roof.  The four departments which currently handle these functions
include Environmental Protection, Public Works and Transportation, Fire and
Rescue Services, and Health and Human Services.
