COUNTY HOSTS CELEBRATION FOR
BUSINESS INCUBATOR "GRADUATES" For Immediate Release: July 19, 1996
Montgomery County Executive Douglas M. Duncan and members of the County
Council hosted a graduation ceremony today for three firms moving out of the
County's technology business incubator, known formally as the Montgomery
County Technology Enterprise Center. The three graduating firms include
Exposoft, Inc. and KBM Group, Inc. -- which are moving into downtown Silver
Spring offices -- and Visual Networks, Inc., which is moving into Rockville
offices.
The Montgomery County Technology Enterprise Center, located just off
Shady Grove Road in Rockville, opened in 1993 to provide low-cost rental
office space and support services for start-up information technology firms.
The center's purpose is to aid the growth of small businesses until they are
prepared to move into their own commercial space.
"The Montgomery County Technology Enterprise Center plays an important
role in ensuring that new businesses have the proper help and training they
need to survive in the marketplace," said Duncan. "By nurturing these start-
up technology firms, we are helping to strengthen an important segment of our
local economy. What is most gratifying is that now they will be expanding
their operations here in Montgomery County and, in turn, creating new
opportunities for other small companies to move into the Enterprise Center."
"When the council approved funds for the incubator, it was our hope that

we would stimulate new business growth and I am delighted to see that has
happened," said County Council President Gail Ewing.
The three graduating firms are:
Exposoft, Inc., which moved into the Montgomery County Technology
Enterprise Center last November. This minority-owned business has developed a
software product, the Automated Export System, designed on the principles of
Export Management System guidelines of the U.S. Department of Commerce.
KBM Group, Inc., which began operations in the Enterprise Center
in March 1994. This woman-owned high technology research and management firm
provides services to the biomedical, health and law enforcement communities to
track criminal activities and to manage daily operations.
Visual Networks, Inc., which moved into the center in March 1994.
The firm designs, manufactures and markets an innovative family of managed
access solutions for organizations building networks based on public wide-area
services such as Frame Relay, ATM and the Internet.
Montgomery County has secured $4 million in state funds for the
development of a new, expanded business incubator, which will be known as the
Maryland Technology Center. The new technology center, expected to be
completed in February 1998, will house a variety of technology-related
activities and be able to accommodate more start-up businesses.
