MCPS SUPERINTENDENT RECEIVES
$1.7 MILLION FROM COMMUNITY USE OF SCHOOLS Immediate Release: Sept. 27, 1996
A $1.7 million "symbolic" check representing the cost of keeping
schools open for community use was presented to School Superintendent Dr. Paul
J. Vance today by the County's Interagency Coordinating Board. The oversized
check totaling $1,734,690 was presented by ICB member Janice Lindsay during
the Celebration of Community Services in Schools program held in the County
Council Office Building in Rockville.
Keynote speaker at the ceremony was Dr. Jonah Edelman, executive
director of Stand for Children Action Committee.
Among several groups honored during the event were two scout troops --
Brownie Girl Scout Troop #46 and Daisy Troop #3190 -- from Kensington which
received the 1996 Donald R. Spivack Award for the extensive community service
activities they perform for their school and neighborhood. County Executive
Douglas M. Duncan presented the award, named for a Rosemary Hills activist who
demonstrated a strong commitment to increasing community involvement in the
areas of education and service.
The troops helped to beautify the grounds of Rock View Elementary School
by planting bulbs and plants and removing trash. They also participate in the
Einstein Cluster Canned Food Drive.
In addition to activities at the school, the troops provide tray
decorations for Meals on Wheels and make Valentines for children at Bethesda
Naval Hospital. During the Christmas holidays, they "adopted" needy children

through a neighborhood church and sent them gifts, cookies and cards.
Eight staff members from Montgomery County Public Schools also
were honored as Outstanding School/Community Award Recipients (OSCARS) for
services they provided during the year to community groups using their
schools.
Presented by Reginald Felton, vice president of the Board of
Education, OSCARS went to: Sandra Davis, Fox Chapel Elementary School; Robert
Gerhardt, Travilah Elementary School; Linda Grundy, Diamond Elementary School;
Clyde Henderson, Waters Landing Elementary School; Preston Mason, Churchill
High School; Nelson Palmer, Mill Creek Towne Elementary School; Barbara Sims,
Flower Valley Elementary School; and Andrew Smith, Resnik Elementary School.
County Council President Gail Ewing recognized the participants in
the Leadership for Violence Prevention Program conducted by the ICB under a
state grant from the Juvenile Justice Advisory Council, a component of the
Governor's Office on Crime Control. The grant provides training services for
at-risk students to enable them to plan and implement their own activities and
to help them become productive leaders.
The program, implemented at three Wheaton area middle schools,
funded leadership training sessions for the students, summer apprenticeships,
parenting workshops and tutoring programs.
