DUNCAN SEEKS APPLICANTS
FOR HUMAN RELATIONS PANEL For Immediate Release (Nov. 7, l996)
County Executive Douglas M. Duncan is seeking applicants to fill one
partial-term vacancy on the employment panel of the Human Relations
Commission. The term expires in January 1998.
The panel hears challenges by complainants when no discrimination is
found in their cases. After hearing a challenge, the panel may either affirm
the Executive Director's determination, or remand the case for additional
investigation. Each panel is scheduled to meet once a month to hear these
challenges.
Another function of the panel is to conduct public hearings after
discrimination is found and voluntary conciliation efforts have failed. The
panel may hear the case itself or refer it to an administrative law judge. In
either event, the panel is responsible for issuing the final decision, which
may include substantial monetary damages. These hearings are scheduled as
needed.
Panel members are required to file annual financial disclosure
statements.
Interested citizens should write by November 29 to County Executive
Douglas M. Duncan at the Executive Office Building, l0l Monroe Street,
Rockville, MD 20850. A brief resume including home and work telephone
numbers should be enclosed. Members of County boards, committees and
commissions may not serve on more than one such group at a time.

Duncan's appointments are subject to confirmation by the County Council.
Applications of those selected for appointment are made public as part of the
confirmation process.
