DUNCAN NAMES WILSON
AS SOCIAL SERVICES

     Montgomery County Executive Douglas M. Duncan and Maryland Secretary of
the Department of Human Resources Alvin C. Collins today named Winifred
Yolunda Wilson to serve as the County's new Social Services Officer.
     Wilson, who currently serves as the executive director of the Prince
George's County (MD) Commission for Children Youth and Families, will report
jointly to Secretary Collins and Charles Short, director of the County's
Department of Health and Human Services.  Wilson's duties will include
planning and coordinating the delivery of social service programs funded by
the State, and working with the Board of Social Services to establish long-
term goals.  She will also collaborate with the State Department of Human
Resources to ensure that the County receives its share of State resources. 
Under legislation passed by the General Assembly in 1996, the Montgomery
County Department of Social Services was absorbed into the County's Department
of Health and Human Services, completing the framework for Duncan's
consolidation plan for human services.
     "I'm delighted to have Ms. Wilson as part of this administration," said
Duncan.  "She is highly qualified and her experience and knowledge will be 
invaluable to Montgomery County as we look at issues related to welfare reform
and the future direction of our Department of Health and Human Services.

Collins.  "As we move into the 21st century, human service reform continues to
be on the forefront and it will demand that aggressive and innovative ideas be
put in place to accomplish various tasks.  I am confident that Ms. Wilson will
work diligently to make sure the citizens of Montgomery County are the
benefactors of these aggressive and innovative proposals."
     During Wilson's four years with the Commission for Children, Youth and
Families, she oversaw Prince George's County's Systems Reform Initiative, and
helped earn the County $1.7 million in additional incentive funds for
developing community-based prevention programs for children and families. 
Prior to her position in Prince George's County, Wilson spent six years as 
deputy director for the Center for Excellence at the Child Welfare League of
America in Washington, D.C.     
     A resident of Mitchellville, Wilson received her bachelor of science
degree from Michigan State University, and her masters in social work from
Columbia University.
      Wilson replaces former Social Services Officer Ann Bishop who retired
