CHIEF NAMES WIMS AS DEPARTMENT'S
MINORITY COMMUNITY LIAISON FOR RELEASE: January 6, 1997
Police Chief Carol A. Mehrling today named Gregory Wims, former president of the
Montgomery County and Maryland Chapters of the NAACP, as the department's full-time
Minority Community Liaison to address concerns raised by members of the minority
community.
"Greg Wims has a proven track record in creative problem solving and is a strong
negotiator who works tirelessly to reach consensus among all members of our community,"
said County Executive Douglas M. Duncan. "I am confident that his efforts as African-
American Liaison will result in strengthening a police department which is already regarded
as one of the finest in the nation."
In his new role, Wims will address ways to increase officer sensitivity to ethnic and
racial matters; establish a program to enhance community awareness of police procedures; and
develop a means for continued evaluation of community relations.
"I and the members of our Department have worked very hard to ensure we do the job
we were hired to perform. That we are responsive to all our Community's needs and that we
do this in the most professional manner," said Mehrling. "I feel this has been proven over

the years. In 1996, Department members had approximately 500,000 citizens contacts just in
calls for service and traffic stops. During the same period, we received approximately 90
complaints/concerns over officers' actions. Greg and I will be working closely together to
make sure that the concerns that exist in the community are relayed to us in a constructive
manner, and that the actions we are taking to address those concerns are conveyed back to the
community in a timely fashion."
Wims will also assist a new citizen task force to provide recommendations
concerning a professional evaluation of the police officer training curriculum; an examination
of the efficiency and effectiveness of the Internal Affairs Division processes and external
relations; and implementation of a series of public discussions to determine how the police
department can improve its relationship with minority communities.
As the Police Department's African-American Liaison, Wims will earn $69,600 a year
and will report directly to Chief Mehrling
