COUNTY SIGNS LONG-TERM CONTRACT
TO BEGIN OUT-OF-COUNTY HAUL
FOR  SOLID WASTE                                         For Immediate Release: June 19, 1997


     Montgomery County Executive Douglas M. Duncan today announced that the County
has signed a long-term contract with Brunswick Waste Management Facility, Inc., which calls
for the firm to transport incinerator ash and nonprocessible waste materials to a landfill in
Brunswick County, Virginia.  The out-of-county solid waste haul agreement -- approved this
week by the County Council -- means the County will be able to stop sending waste to the
Oaks Landfill in Laytonsville by this fall and discontinue plans for development of the Site 2
landfill at Dickerson.
     "This is a win-win plan for the County and the communities most directly impacted by
our solid waste disposal operations," said Duncan.  "It provides us with a cost-effective option
for disposing of our ash and non-combustible materials, and it effectively enables us to close
one County landfill and avoid the construction of another." 
     Under the contract, approximately 150,000 tons per year of the County's ash and other
waste materials would be transported to the landfill.  The ash will be transported by rail.  The
service fee of approximately $35 per ton for hauling and disposing the solid waste will
remain fixed for the first five years.  After that, it may be adjusted by up to 75 percent of the
Consumer Price Index for the Washington Metropolitan Statistical Area.

     "As I said when this proposal was made, those of us in Laytonsville are delighted with
this news," said Laytonsville Mayor Charles T. White.  "The County Executive said he would
do what he could to make sure that the County closes the Oaks Landfill as soon as possible,
and he's done that."
     Jane Hunter, president of the Sugarloaf Citizens Association, said, "We are very
pleased that the plan for out-of-county haul will be going forward.  We're grateful that this
will help to avoid the need for an unnecessary landfill in our community."
     Brunswick Waste Management Facility, Inc. is a wholly owned subsidiary of Allied
Waste Industries North America, Inc.
